2 <br />The proposed array is located north of an existing stream that is <br />outside of the protected watershed overlay district. <br />As detailed within Attachment 2 the project is located on a <br />portion of the property that is not located within the Protected <br />Watershed Overlay District. <br />d. Township: Bingham <br />e. Future Land Use Map Designation: Agricultural Residential <br />f. Growth Management System Designation: Rural <br />g. Existing Conditions /Physical Features: There is an existing <br />mobile home park on the northern portion of the property <br />occupying approximately 10 acres of land area. <br />The remaining acreage is undeveloped and partially wooded. <br />The property is engaged in a timber harvesting operation under <br />an approved Forest Management Plan. In accordance with <br />NCGS 153A -340 (b) (2) the property is considered to be a <br />farming operation. <br />h. Roads: Vehicular access to the parcel is off of White Cross <br />Road (SR 1952) <br />Surrounding Land Uses: a. NORTH: Single- family residential with AR zoning <br />b. SOUTH: Single- family residential, the White Cross Recreation <br />center, both with AR Haw River Protected Watershed Overlay <br />zoning. <br />c. EAST: White Cross Road, single - family residential with AR <br />zoning. <br />d. WEST: Undeveloped property under the ownership of the <br />Bradshaw family zoned AR. <br />Proposal: As detailed within Attachment 1, the applicant is proposing to erect approximately 960 <br />individual solar array panels on a 53 acre portion of the subject property. <br />A typical array is 7 feet in height, with approximately 2 feet of ground clearance, and 47 feet in length. <br />The arrays will be screened by existing vegetation and a 6 foot high chain link security fence, topped <br />with 3 strand barbed wire, shall enclose the perimeter of the array to prevent access. Gravel <br />paths /drives will be installed around these arrays in order to permit access by Strata Solar <br />technicians to service the panels. <br />Vehicular access to the site is restricted by a 24 foot access gate off of White Cross Road. As <br />detailed on the site plan (Page 2) the White Cross Volunteer Fire Department and Orange County <br />EMS shall be provided a key to access the site in the event of an emergency. <br />An overhead, medium voltage, power line will be installed on the north of the identified leased <br />area, adjacent to the existing mobile home park, allowing the proposed facility to tie into the <br />power grid. <br />
