54 <br />ORANGE COUNTY <br />DEPARTMENT OF ENVIRONMENT, AGRICULTURE, <br />PARKS AND RECREATION <br />MEMORANDUM <br />To: Michael Harvey, Current Planning Supervisor <br />From: Rich Shaw, DEAPR Land Conservation Manager <br />Date: May 11, 2012 <br />Subject: Proposed Rezoning of a Lot in Heartwood Development <br />Thank you for the opportunity to evaluate the request by Mr. Spence Dickinson to modify an <br />existing Class A Special Use Permit for the Heartwood at Blackwood Mountain development. <br />My understanding is that Mr. Dickinson seeks to remove a four -acre parcel (PIN 9871 -54- <br />9182) from the Heartwood development and change its zoning from Planned Development <br />Housing Rural Residential (PD -H -R1) and Rural Buffer (RB) to just Rural Buffer (RB). <br />My understanding is this rezoning would enable Mr. Dickinson to incorporate the lot into his <br />adjacent Creative Learning Center property (Spence's Farm) and it will contain the septic <br />system and repair area for the Center. <br />I have reviewed DEAPR's comprehensive resource database to determine if there are any <br />known natural or cultural resources of significance on the subject property, including <br />significant natural heritage sites, proposed wildlife corridors, prime forest, historic local <br />landmarks, or historic structures.
