The handicapped parking spaces shall be a minimum of 12' in width and shall be designed as follows: (1) so that handicapped individuals are not compelled to wheel or walk behind parked cars (�) so that handicapped individuals can enter and exit the vehicle onto a level surface suitable for wheeling and walking (3) in conjunction with sidewalk cut -aways and /or ramps, in compliance with the North Carolina State Building Code. d.
