He said that the discussion area goes back to May 2000 when, during the development of the <br />Chapel Hill Comprehensive Plan and Update, the urban services line was retracted. <br />1. Joint Planning Agreement-Amend Exhibit A {Joint Planning Land Use Map} to change <br />the designation of the Chapel Hill Southern Transition Area to Rural Buffer. <br />This amendment requires the approval of the Chapel Hill Town Council, Carrboro Board <br />of Aldermen, and Orange County Commissioners. <br />The first two items are to amend exhibit A, which would be a change in the Chapel Hill <br />Transition Area to rural buffer under Orange County's planning jurisdiction. After the map is <br />changed, then there must be a text change regarding the use of the land. If the three <br />jurisdictions agree to the change of a rural buffer designation, then there would be larger lot <br />sizes -two-acre minimum plus 33°~ open space in major subdivisions, or one unit per three <br />acres. Notification has been made to all people in this area and this area is primarily <br />undeveloped with very large lots. <br />Mayor Foy verified with Craig Benedict said that the way that it is currently zoned is a joint <br />planning area. Craig Benedict said yes, and if it becomes rural buffer, it is still part of the joint <br />planning area. Mayor Foy asked if it is zoned rural buffer, then it cannot be changed without all <br />three governments agreeing and Craig Benedict said yes. <br />Commissioner Gordon said that she thought if it went from Chapel Hill's jurisdiction to Orange <br />County's jurisdiction then it is a different kind of review in the transition area. Craig Benedict <br />said that this transition area is within Chapel Hill's planning jurisdiction. Orange County, through <br />the joint planning agreement, gave Chapel Hill the authority to plan outside of their ETJ. If this <br />is pulled out of the transition area and out of Chapel Hill's zoning, the authority returns back to <br />Orange County. <br />Joal Hall Broun asked if Chapel Hill could still annex with the designation change. Craig <br />Benedict said that Chapel Hill could annex into the rural buffer area. <br />Joal Hall Broun asked how people were notified and Craig Benedict said by newspaper <br />advertisements and direct mailings. <br />Alex Zaffron said that this item is designed to bring these land uses into compliance with Chapel <br />Hill's adopted 2000 Comprehensive Plan. <br />Kevin Foy said that the staff is in agreement but this is the first time the Council has heard this <br />formally. <br />Chair Jacobs said that this was brought up last year in concept. <br />Commissioner Brown said that there were big community meetings in this area as part of the <br />water and sewer boundary issue. She asked Roger Waldon to clarify this. Roger Waldon said <br />yes, this is in effect the final implementing piece of the Comprehensive Plan. He said that there <br />were a series of citizen meetings all through the process. <br />Mark Chilton asked where the White Rock Baptist Church is on the map because when they <br />voted to approve the small area plan for Chapel Hill and adopted the Southern Village strategy, <br />
