Chair Jacobs said that the Board of County Commissioners has only looked at this plan one <br />time for a short period of time and they have a lot of questions and they will consider public <br />comment. <br />Jim Ward encouraged the Board to look at how the fields work for soccer tournaments. His <br />knee-jerk reaction is to get more input about the soccer fields because the ones they have get <br />so beat up. He would also encourage a simplification of the road system because it seems to <br />unnecessarily meander through the athletic area. <br />Dave Stancil said that there were many tweaks and changes to the design and a lot of the <br />design is to accommodate future use of the farmstead. <br />Mark Chilton asked if the County would pay to build the road (Lake Hogan Farm Road} as part <br />of the development of this site. Dave Stancil said that right now there is a line on the map <br />between two points and they tried to came up with a road that matches the topography of the <br />site that provides access to a landlocked parcel. There was a definite request from the schools <br />not to separate out a portion of the school site. The answer to this question will come later. He <br />understands that developers of the property in the Town are required to build segments of the <br />road that are on their properties. <br />Dave Stancil said that they envision this to be as much as a four phase park. Phase 1 may be <br />proposed as an entry road, a meadow, and the lower playing fields. <br />Mark Chilton said that it confers a huge benefit on the adjacent property owners to pay for <br />putting the road through there. He asked about the planning and zoning jurisdiction and Dave <br />Stancil said that it would come to Carrboro as a conditional use permit application. <br />Mark Chilton said that the Hogan's would probably be interested at some point in being annexed <br />by the Town of Carrboro. Dave Stancil said that he has met with the owners and they are <br />aware. <br />Chair Jacobs said that the County will have to provide water and sewer and the developers <br />could take advantage since OWASA changed its policy so that it no longer requires <br />reimbursement. He said that they were putting up public infrastructure, which will promote <br />residential development. <br />Joal Hall Braun said that the Board has not made any decisions about where the road will go <br />and until the Board has a more specific discussion, then nothing could be done about the road <br />Diana McDuffie said that they should not take Mark Chilton's comments as unanimous. She <br />wants the road built, but she thinks the current layout of the road makes inefficient use of the <br />space there. <br />Chair Jacobs said that this plan is based on the assumption that Carrboro was going to require <br />the road. <br />Commissioner Gordon asked about the next steps. Dave Stancil that they would be developing <br />a proposal for phase 1 of the park. At this time, they will not be addressing the educational <br />campus. <br />
