Craig Benedict said that greenhouses would fall under the bona fide farm. Greenhouses could <br />be put an the chart and they could elaborate. <br />Mark Chilton asked if Jim Ward thought these would be appropriate in the rural buffer and Jim <br />Ward said that they might be but that it is a matter of scale and impact on adjacent properties. <br />9: <br />2. Twin Creeks (Moniese Nomp) - In December 2003, the Board of County <br />Commissioners received the report of the Chapel Hill Township Park and Educational <br />Campus Master Plan Work Group and renamed the 193 acre site Twin Creeks {Moniese <br />Nomp - Tutelo-Sapani for Twin Creeks}. The boards will review the components of the <br />Master Plan, consider a possible phase I of the park, and discuss issues identified in <br />previous meetings. <br />This item is informational only and no action by the three governinr~ boards is <br />needed. <br />Environment and Resource Conservation Director Dave Stancil said that this is a 193-acre site <br />that is near the intersection of Eubanks Road and Old NC 86. He showed the new 2003 color <br />photos. He gave the history of the planning far the park. The master plan document can be <br />downloaded at the County's website. <br />Dave Stancil said that there is an educational campus to the north of Jones Creek and a 96- <br />acre park site to the south. The plan shows six playing fields. There are four multi-use fields. <br />There is access off of Old NC 86. The educational campus would be accessed off of Eubanks <br />Road. There is a proposed connector road in the Town of Carrboro's plan that connects Lake <br />Hogan Farm Road with Eubanks Road. There is also a proposed subdivision before the Town <br />of Carrboro on an adjacent property. <br />The subcommittee that worked on the educational campus identified an elementary and a <br />middle school. There is a proposed Carrboro greenway and the two northern fields could be <br />shared with the schools. There is also a proposal for a bus stop for public transportation. <br />One of the issues that will be coming up is a shared entranceway with the proposed new <br />subdivision. <br />Diana McDuffie asked if the four fields are full sized soccer fields and Dave Stancil said yes and <br />that they are a little longer than full size. Diana McDuffie said that in reading about the attempts <br />to share soccer fields with the school systems, this has been a challenge. She wonders if we <br />should study this attempt to share fields with the schools. She has heard about fields being <br />taken out of use because of overuse. <br />Dave Stancil said that they will bringing to the Board a prototype field that speaks to size and <br />different surfaces. Diana McDuffie said that she hopes that this park can address same of the <br />concerns about the lack of soccer fields. <br />Joal Hall Broun made reference to the plan for bus stops at the park and asked if there would be <br />any access to the schools. Dave Stancil said yes and that there are two stops. <br />Joal Hall Broun asked that prior to the final decision, that the Board of County Commissioners <br />open this up to public hearing about the number of soccer fields. <br />
