Clifton, County Manager <br />FROM: Craig Benedict, AICP, Planning Director <br />Tom Altieri, AICP, Planner III <br />CC: Darcy Zorio, Planner II <br />DATE: May 3, 2012 <br />SUBJECT: Info Item -- NCDOT Eubanks Road Realignment Options <br />Commissioner Jacobs requested an update on the County's involvement in the NCDOT Eubanks <br />Road realignment project at Old NC 86. The project area is located within the Carrboro Transition <br />Area, as defined by the Joint Planning Agreement (JPA) and Land Use Plan (A March 29, 2012 JPA <br />Public Hearing info item). Although the County has been involved to some extent, the NCDOT <br />Eubanks Road Realignment project does not fall within the specific provisions of the JPA. <br />Orange County has been involved as follows: <br />May 20, 2008 - The Orange County BOCC adopted the 2008-2009 Secondary Road <br />Construction Program for Orange County, which included among other items the realignment of <br />Eubanks Road at its intersection with Old NC 86. <br />Saturday, February 26, 2011 - Orange County Planning Staff attended a design workshop hosted <br />by the Town of Carrboro. Planning Staff conveyed the lack of access further to the west, from <br />Old NC 86 to Union Grove Church Road and beyond, as a possible long range transportation <br />improvement need. <br />The Town of Carrboro discussed this item at its Board of Aldermen meetings on April 10, 2012 and <br />February 21, 2012. Abstract and materials from these meetings can be found on the Town's website: <br />http://www.ci.carrboro.nc.us/BoA/Agendas/boaAgendas.htm <br />Orange County Planning Staff will continue to follow the Eubanks Road realignment project and has <br />placed this item on the agenda for the County's May 16, 2012 Quarterly Meeting with NCDOT. <br />Planning Staff will also be discussing the issue of long range connectivity from NC 86 to the west <br />with its partner planning agencies during development of the Metropolitan Planning Organization <br />(MPO) Comprehensive Transportation Plan (CTP). <br />
