two opportunities to have affordable homes in two developments in Carrbaro - Winmare and <br />Twin Magnolias. In bath cases, the developers have reduced the prices, but they are not quite <br />low enough. They would need about $40,000 per unit. They have an opportunity to get nine <br />units. He is only asking for $100,000. He believes that the land trust is the way to go for <br />affordable housing in Orange County. <br />Commissioner Carey asked about the total units in Pacifica and Robert Dowling <br />answered 46, with seven units affordable. <br />Commissioner Brown asked why the developers were charging such high prices and <br />then the County has to come in with public money. She said that Chapel Hill does a much <br />better job of negotiating with developers. Robert Dowling said that Chapel Hill does do a better <br />job of getting developers to provide units at an affordable price. He said that in Winmore, the <br />developer is providing two affordable units themselves, but it is through Weaver Community <br />Housing. The seven units available to them are above and beyond the 15°l0. Orange <br />Community Housing and Land Trust would sell the homes for no more than $100,000. <br />Commissioner Halkiotis asked for a brief synopsis from Tara Fikes about what is <br />involved in the Pacifica lawsuit. Also, Hillsborough also needs to work on negotiating with <br />developers to provide affordable housing. He asked that there be a presentation at the AOG <br />meeting. <br />A motion was made by Commissioner Brown, seconded by Commissioner Halkiotis <br />to close the public hearing. <br />VOTE: UNANIMOUS <br />$. Motor Vehicle Property Tax ReleaselRefunds <br />The Board adopted a refund resolution, which is incorporated by reference, related to <br />190 requests for motor vehicle property tax releases or refunds in accordance with North <br />Carolina General Statutes. <br />d. Property Value Changes <br />The Board approved value changes made in property values after the 2003 Board of <br />Equalization and Review has adjourned in accordance with the resolution, which is incorporated <br />by reference. <br />e.
