2 <br />The attached `Economic Development Advisory Board Policies and Procedures' document <br />differs from the version reviewed at the Board's April 19, 2012 meeting as follows: <br />1) Section III. B. 1. Composition - the number of voting members was increased to <br />10 (to reflect the addition of a nonprofit member). <br />2) Section III. B. 1. F. - a representative from the nonprofit sector was added. <br />3) New Section III. B. 2. - while all members must have a concerted business <br />interest in Orange County, only a majority of the members must be residents of <br />Orange County. <br />4) Old Section III. B. 2. Referencing chair and vice chair selection was removed as <br />this scope is covered in the `Orange County Board of County Commissioners <br />Advisory Board Policy' Section IV. C. <br />5) Old Section III. B. 5. Referencing length of service was removed as this scope is <br />covered in the `Orange County Board of County Commissioners Advisory Board <br />Policy' Section III. E. <br />6) Old Section IV. B. referencing agendas was removed as this scope is covered in <br />the `Orange County Board of County Commissioners Advisory Board Policy' <br />Section VI. E. <br />As provided in Section III.B.1. of the Economic Development Advisory Board Policies and <br />Procedure, the composition of the Advisory Board has been distributed among six (6) basic <br />sectors to represent the diversity of businesses in Orange County. While numerous potential <br />appointees were contacted, not all were able to commit to serve in this capacity. Only those <br />that have agreed to serve as active members of the Advisory Board, should they be selected, <br />are included in the attached list of potential appointees. <br />The proposed appointees have been reviewed and submitted for consideration due to each <br />individual's ability to maximize the diversity of skills, and therefore enhance the County's <br />revamped Economic Development program from a variety of vantage points. Each appointee <br />either manages a business in Orange County, or has significant interest in, or ties to Orange <br />County's economic development. <br />As outlined in the document `Orange County Board of Commissioners Advisory Board Policy', <br />section III, E. 2), the term for all appointees will be staggered, as follows: <br />• 4 members - 3 year term <br />• 4 members - 2 year term <br />• 2 members - 1 year term <br />In addition to the Advisory Board, a group of `Technical Advisors' will be identified to assist the <br />Economic Development program on an as-needed basis, providing input on specific issues. <br />The Technical Advisor group will be identified as the specific need arises, with the input of both <br />Economic Development staff and the Economic Development Advisory Board. <br />FINANCIAL IMPACT: There is no financial impact associated with reviewing and approving the <br />final draft `Economic Development Advisory Board Policies and Procedures' and appointing ten <br />(10) individuals for the initial reconstituted Economic Development Advisory Board. <br />
