An effective master plan must <br />consider the programmaric and intangible aspects of a project, but it also must <br />address the tangible traits of a site, including stormwater management, <br />orientation to the nahual elements, topography and other natural featvres. Since <br />master plaas generaIly transform into the built environment, a design team with <br />planners, engineers and azchitects can effectively pian the functions and <br />relationships of a program, as well as provide pragnatic direction on its <br />implementation. Descriptions of CRA's expertise and svmmaries of relevant <br />successful projects aze included in this proposal. <br />Ken Redfoot will lead the firm's work on this Master Pian, assisted by architect <br />David Taylor and engineer Mike Hammersley. Included in Corley RedfooYs <br />extensive portfolio of successful projects are several key Orange County <br />facilities: the current Southem Human Services Center on this site, the Cen~al <br />Oiange Senior Center, and Orange County's main John M. Link, Jr. Government <br />Services Center. <br />Martin/Ale~ouBrvson P C fM/A/B1 is a Raleigh-based consulting firm <br />specializing in h-ansportation planning and traffic engineering, with an emphasis <br />on multi-modal transportation options. The exceptional~ depth and breadth of <br />staff experience has eamed M/A/B the opportunity to participate in a variety of <br />important and innovative projects throughout the state and country. Since its <br />incepfion, the firm has undertaken more than 500 projects for clients ranging <br />from state departments of transportation, cities and towns, metropolitan planning <br />orga.nizations, transiY authorities, developers, archiiects, and muitiple universities <br />and colleges. A key M/A/B professional on tlus project will be Than Austin, <br />who~has extensive experience working with Orange County communities and <br />iJNC. Prior to joining M/A/B, Than was a planner for two cities recognized for <br />progressive planning and innovative transportation: Chapel Hill, North Carolina <br />and Davis; Califomia. He is especially interested in helping communities <br />understand the implications of land use decisions on transportation systems. He <br />is experienced in. bicycle and pedeshian planning, campus trausportation <br />planning, preparation of NEPA documentation for major transportation <br />improvement projecfs, and land development and site plan review. Than is <br />especially accomplished in a variety of public involvement methods. <br />3, CONSULTANT RELATl4NSHtP TO STAFF/PUBL[C <br />- - .~~.y.~.~~~: .~ ~~ .~ _~ ,,. ~.~ <br />This will necessarily be a collaborative project. The worki.ng relationship <br />between consultant and staff will be interactive and vigorous, with the main <br />communication going through the project managers on each side. We anticipate <br />frequent telephone conversarions and meetings. VJe intend to produce a monthly <br />statUS report on [he project to share with staff and others as appropriate. We are <br />anticipating that meeting logistics be the responsibility of Orange County staf£ <br />We anticipate working out an artangement for regular posting of products on the <br />County's website. We look forwatd to talking about logistics for citizen teview <br />of draft materials.
