Prepare a draft Master Pla.n for the site, <br />incorporating the findings and ideas from Tasks 1-4, along with <br />recomtnended appropriate modificafions of the current approved plans <br />for the pro~erty. Prepare recommended Design Guidelines for use in <br />designing sites, buildings, pazking, and wallong azeas. Include options <br />for road improvements, along with intersection, transit, bicycle, and <br />pedestrian improvements in the area, that may be necessary to. support <br />the new facilities. <br />Task 6: Final Master Plan. Prepare a final Master Plan for the site. <br />Upon approval by the Orange Counry Board of Commissioners, prepaze <br />a sulimittal to the Town of Chapel Hill to modify the existing Special <br />Use Permit for the site. Take the Modification application through the <br />Chapel Hill review and approval process, including presentation to <br />appropriate boards, commissions, and the Town Council, and making <br />any revisions to the Master Pian that are mandated as a result of that <br />process. <br />We outline a Project Appmach in this proposal to achieve these outcomes. We <br />suggest in our approach that the first step be a Project Initiation meeting to <br />review the approach in detail, identify stakeholders, and detemvne a specific <br />project schedule and Public Participation strategy. At this initiation meeting we <br />also will propose Iogo options for die branding of this project, to help promote <br />citizen engagement and ownership. <br />We understand that the timeline for this work is important We have put <br />together a draft scope of wark and schedule for completion of tasks that wiIl <br />achieve the outcomes (up to the point of submission of an application to the <br />Town of Chapel Hill) within eight months of project iniriation. <br />And, throughout the initiative, extensive and robust citizen engagemenk The <br />challenge: do what Orange County does best -- involve citizens, stakeholders, <br />leaders, and designers in fonnulating a Master Plan that (1) meets the County's <br />needs for facitities; (2) is fiscally and environmentally prudent; and (3) continues <br />Orange County's tradition of quality and purposeful govemance. <br />Page 8 <br />Southern Orange Campus Master Pfan <br />
