Each of the three firms interviewed brought different strengths to the project; and it is possible they may be recommended for other up-coming work for the County. However, while each of the three firms was imminently qualified, the selection panel agreed that Clarion rose above others, given its experience with the Chapel Hill regulatory process. As the Board may recall, in order to preserve its best long-term development options, the County desires to pursue approvals that may allow preliminary site work on building locations identified in the Master Plan. In the opinion of the selection panel, Cla~ion offered the best alternative to effectively and efficiently guide the County through that process. Further, Corley-Redfoot Architects, the partnering firm with Clarion, was responsible for the original Special Use Permit (SUP) submittal in 1997 and will therefore be able to provide a unique perspective that should benefit the overall project. The selection panel included representatives from the County Manager's Office, Environment, Agriculture, Parks and Recreation, Planning and AMS. The following table depicts the activities and estimated completion dates. RECOMMENDATION(S): The Manager recommends the Board 1) approve the Professional Services Agreement with Clarion Associates ("Clarion") in an amount not to exceed $110,000 for the Development of a Master Plan and potential Special Use Permit modifications for the Southern Human Services Campus; and 2) authorize the Chair to execute the Agreement.
