Section II <br /> 4. Analysis of Existing Conditions <br /> On October 6,2009,the Orange County Board of Commissioners approved the updated <br /> Student Generation Rates as recommended by the SAPFOTAC. The newly adopted <br /> Student Generation Rates became effective the 2010-11 school year with the November <br /> 15, 2010 CAPS system update. The current standards are shown in Attachment II.E.1. <br /> Even though the Student Generation Rates were recently adopted for SAPFO, both <br /> Orange County Schools and Chapel Hill-Carrboro City Schools have recognized a larger <br /> increase in students generated from developments in both districts,particularly the multi- <br /> family housing. The SAPFOTAC discussed the increased number of students generated <br /> in both districts. While this may be a short term trend caused by the current economic <br /> climate or other factors,the SAPFOTAC recommends further evaluation of the adopted <br /> Student Generation Rates. <br /> Also, it should be noted that students are generated from new housing as well as from <br /> existing housing where new families have moved in. The CAPS system estimates new <br /> development impacts and associated student generation but it is important to understand <br /> that student increases are a composite of both of these factors. This effect can be <br /> dramatic and can vary greatly between areas and districts where either new housing is <br /> dominant or new families move into a large inventory of existing housing stock. <br /> 5. Recommendation —No Change <br /> The SAPFOTAC does not recommend a change at this time. However, the SAPFOTAC <br /> recommends further evaluation of the Student Generation Rates to determine whether a <br /> change is warranted. <br /> 41 <br />
