The proposal stated interest in extending the <br />collection service to the Walnut Grove Convenience Center and conveyed the importance of <br />safety and following Federal, State, and Local regulations. The proposal also gave a detailed <br />explanation of the project approach and the importance of a smooth transition befinreen <br />vendors. Clean Harbors also gave a detailed description of its current collection and processing <br />practices assuring all hazardous waste would be handled responsibly. The proposal of $.56 per <br />pound for the processing of the material is four cents less than the current contract and the <br />least costly proposal of the four proposals. <br />Clean Harbors has been performing Household Hazardous Waste collections since 1985 and is <br />located in Reidsville, North Carolina. Its close proximity will allow its staff to respond quickly to <br />any emergencies and will also allow the company to provide replacement site attendants for <br />both locations fairly quickly in the event a site attendant does not show up for work. Clean <br />Harbors operates collection events throughout North Carolina and provides hazardous waste <br />management for businesses throughout the Triangle which will allow it to be flexible for <br />collection at both of County locations. <br />For FY 2012-2013 the HHW program is projected to divert as much as 130 tons of hazardous <br />material from the County's waste stream. This proposed agreement engages Clean Harbors for <br />five years with an option for finro (2) two-year extensions. <br />FINANCIAL IMPACT: The total projected cost of this agreement for FY 2012-2013 is $204,000. <br />This amount is included in the proposed Solid Waste Management Departmental Budget. The <br />compensation and payment provisions maintain a fixed price of $0.56 per pound of residential <br />and conditionally exempt small quantity generator commercial hazardous waste and one full <br />time site attendant at both the Eubanks Road Facility and the Walnut Grove Convenience <br />Center. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the Household <br />Hazardous Waste Agreement with Clean Harbors Environmental Services and authorize the <br />Chair to sign the Agreement. <br />
