ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 15, 2012 <br />Action Agenda <br />Item No. 5_ 2 <br />SUBJECT: Approval of Agreement for Household Hazardous Waste Collection Services <br />DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Bid Tabulation <br />INFORMATION CONTACT: <br />Gayle Wilson - 968-2885 <br />David Cannell - 245-2651 <br />Contract Agreement (Under Separate <br />Cover) <br />PURPOSE: To approve the award of a contract that provides Household Hazardous Waste <br />(HHV~ collection, processing, and disposal services for the residents of Orange County and <br />Conditionally Exempt Small Quantity Generators (CESQG) within the County. <br />BACKGROUND: The HHW collection program was established in 1994 as a cooperative <br />program between local governments to collect hazardous waste from residents of Chatham, <br />Durham, Orange, and Wake counties. In the spring of 2002, the various local governments <br />decided that each local government would contract individually with the service provider of their <br />choosing for HHW services. <br />In June of 2002, the BOCC approved a contract with ECOFLO, Inc. for the provision of HHW <br />and CESQG services. Since that time ECOFLO has been operating the facility. This program <br />allows for Orange County residents to have access to a drop-off facility six days per week to <br />properly dispose of household hazardous wastes. The program also extends services to small <br />businesses, non-profits, and other public agencies within Orange County generating less than <br />100 Kg of Hazardous Waste per month (Conditionally Exempt Small Quantity Generators, <br />CESQGs) for disposal of commercial hazardous waste. <br />Proposals were received as a result of a request for proposals (RFP) issued in March 2012. A <br />detailed RFP created by Orange County allowed vendors to propose HHW collection, <br />processing, and disposal for Orange County residents at the Eubanks Road and Walnut Grove <br />Convenience Center facilities and CESQGs at only the Eubanks Road facility. Four vendors <br />submitted proposals - Tradebe, MXI Environmental Services, ECOFLO, Inc, and Clean Harbors <br />Environmental Services. Each of the four proposals was evaluated by staff based on the <br />following criteria: <br />
