inclusion of a few loop trails. He made reference to a memorandum and table regarding the Town of <br />Carrboro's approval process. The site is in the joint planning area and the Carrboro transition area, and <br />permitting would go through the Town. The site is consistent with the transition area plan, which shows <br />both a school and a park in this area. <br />There are two options. The first is a submittal of a conditional use permit, or CUP, application to <br />the Town. Each phase will require its own CUP application. The Town's estimate an a decision of each <br />application of this nature is one year from submittal. The second option can only be considered if there is <br />no above ground structures as part of phase one. This would be a joint CauntylTown memorandum of <br />understanding. This would require a deletion of the picnic shelter and any other above ground structures. <br />The Town has agreed to consider phase I of the park in the context of the draft master plan, with the <br />understanding that the Board of County Commissioners and the Board of Aldermen may make changes to <br />the plan subsequent to the phase I application. <br />The second part of this item is the consideration of a name for the park. Page six has a list of <br />Tutelo-Saponi names as was requested by the Board last year. The names and pronunciations come frorr <br />the tribal linguist in Washington. <br />The recommendation for tonight is to discuss the possible naming far the site, discuss the <br />possible timetable for submittal of phase I of the park to Carrboro, and agree to discuss the site details anc <br />master plan at a work session in early 2004. <br />Public Comment <br />Terri Tyson said that she was a member of CHATPEC and she served as the representative from <br />Chapel Hill Parks and Recreation Commission. She said that she presented what she believed would be <br />important to be included in the park. As a resident of Chapel Hill, she was pleased to learn that the site <br />would have a park that could be used by all residents of Orange County. It was important to her that this <br />park includes many active recreational facilities such as athletic fields, playgrounds, and perhaps an <br />outdoor pool. As a former director of programs far senior citizens in Orange County, she also felt it was <br />essential that the park have recreational amenities that seniors enjoy. Greenways and loop walking trails <br />were also priorities for the work group. She spent a year working on this project and at the end was <br />impressed that the master plan was a wonderful accomplishment. She recently learned that some groups <br />were speaking out against this park and wants the entire site to remain as open space. She is against this <br />idea. She said that she wanted to advocate for the concept plan for this park to be approved and for <br />progress on building the recreational facilities to go forward as soon as possible. She believes that the <br />average voter believed that the 2001 bond money would be used partly for active recreation and for creating <br />much needed parks. <br />Chair Jacobs said that he received a call from Patrick Sullivan from the Orange County <br />Recreation and Parks Advisory Board who indicated support far the recreation aspect of this park <br />Chair Jacobs clarified with Dave Stancil that we can advance the master plan into Carrboro's <br />planning process before reviewing the details. Dave Stancil said yes, with the understanding that it is non- <br />binding on both ends. <br />Commissioner Carey supported this idea. <br />A motion was made by Commissioner Carey, seconded by Commissioner Brown to advance the <br />master plan far submittal to Carrboro for a conditional use permit application. <br />VOTE: UNANIMOUS <br />Dave Stancil said that the master plan will be used as context for the specific phase I application. <br />Chair Jacobs asked about the naming of this park. <br />Commissioner Gordon asked about the names and the usage of the English translation. The <br />main problem is that they are not easy to pronounce. She said that Latahkoi was probably the easiest one <br />to pronounce. <br />Chair Jacobs said that Moni Nanka, Still Pand, also sounds like it reads. <br />Commissioner Gordan said if we use the Saponi name, the English translation should be stated <br />also and vice versa. <br />
