Robert Seymour said that he has been involved since the Senior Center's inception and that <br />space has always been a problem for the Chapel Hill Senior Center. The center is hurting for lack of space <br />and they are witnessing a major population shift as more and more people move into their senior years. <br />They are disappointed that the University is not interested in working with them. He hopes that the Board of <br />County Commissioners will not wait. They need to move now on this building so that it will be ready by <br />June 2006. He said that wherever they are located they could still work with the University if the opportunity <br />presents itself. He said that it is important for the center to be visible, easy to find, accessible, and well- <br />defined parking. He said that it would be great to have this to be across the street from the Homestead <br />Park and the new proposed aquatics center. They would like to anticipate a facility of no less than 25,000 <br />square feet. <br />John Link said that the Board needs to affirm the committee structure and begin to advertise for the <br />positions. Also, the activity timeline could be endorsed. <br />Commissioner Halkiotis said that they need to move on this tonight and that he is in support of the <br />resolution. He is tired of waiting on the University. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to endorse the <br />planning and design development process and endorse the recommended planning committee structure <br />and schedule appointments to be made at the first Board meeting in 2004 (January 26}. <br />Commissioner Brown said that she is not in favor of choosing the structure that they have in front of <br />them tonight because there needs to be someone from the Chapel Hill Town Council. She would also like <br />to see some people from the Northside Center and the Carrboro Board of Aldermen included. <br />Commissioner Brown suggested that they drop one of the advisors and asked what an advisor is. <br />Assistant County Manager Gwen Harvey said that an advisor is a citizen that actually uses the center that <br />would be able to provide specific design input. There are planning program advisory committees for <br />Northside and Chapel Hill Center, who are users and involved heavily in center activities. <br />Commissioner Brown said to add Chapel Hill and Carrboro to this process and to cut down the number <br />of the Friends of the Senior Center members to two and to increase at-large numbers to four. <br />Commissioner Halkiotis and Commissioner Gordon volunteered to serve on the committee. <br />This was agreeable to Commissioner Halkiotis and Commissioner Carey to amend the motion as stated <br />above. <br />Commissioner Gordon suggested that they instruct staff to bring back a recommended charge for the <br />committee. <br />VOTE: UNANIMOUS <br />e. Soccer Superfund -Policy and Guidelines <br />The Board was to consider a draft policy and set of guidelines far use of the Soccer Superfund and <br />provide feedback and input to staff. The document would be brought back for action at a subsequent <br />meeting. <br />DEFERRED <br />f. Emergency Power Sources for County Buildings <br />The Board considered the need for and authorizing staff to take certain steps towards providing backup <br />power capabilities at key County facilities during electrical outages; and authorizing staff to retain the <br />services of an electrical engineer to design the wiring schematic for bath the Southern Human Services <br />Center and the Government Services Center, so that both buildings will be "generator ready"; and <br />authorizing staff to proceed with bidding both projects for Board award as expeditiously as practical; and <br />instructing staff to conduct a process to identify a consultant(s) for the Board to consider who would be <br />retained to investigate the feasibility and cost of using other "off the grid" systems to provide backup power <br />in other County buildings; and adopting the accompanying Emergency Power Capital Project Ordinance. <br />John Link said that they have money to have two buildings prepared for generators. The top priority <br />would be far the Southern Human Services Center and the second priority would be the Government <br />Services Center. In either case, they would not be recommending to buy the generators this year, but to get <br />the buildings wired. <br />
