i. `Impact Fee Reimbursement <br />The Board approved the impact fee reimbursement request from Habitat for Humanity of Orange <br />County, NC, Inc. for $22,407 for seven new homes. <br />L Consideration of Fundin_g Support for Eno River Land Acquisitions <br />The Board approved the appropriation of $55,000 to the Eno River Association toward preservation <br />of two tracts along the Eno River -the Poplar Ridge and Eno Wilderness properties. <br />k. 'Proposed Amendment to the Joint Planning Area Zoning Atlas for the Rusch Hollow SitE <br />The Board approved a proposal to amend the Joint Planning Area (JPA} Zoning Atlas to change the <br />zoning of approximately 3.03 acres of land northeast of the intersection of Rogers Road and Rusch Road <br />from Residential-1 (R-1) to the Residential-Special Standards-Conditional (R-SS-C} zoning district. <br />1. *Resolution Supportin_g Governor Easley in Opposin_q an 4utlying Landin_g Field at Any <br />The Board approved and authorized the Chair to sign a resolution, which is incorporated by <br />reference, supporting Governor Easley in opposing an Outlying Landing Field (OLF) at any site that is <br />unacceptable to the State of North Carolina. <br />m, 'Section 8 Project Based Voucher Program <br />The Board approved the execution of the Agreement to Enter into Housing Assistance Payments <br />Contract, Parts I and II, with the Club Nova Apartments, LLC for the proposed Club Nova Apartments in <br />Carrboro upon the review and approval of the County Attorney. <br />n. *Breastfeedin_g Education and Support Program/Expanded Food & Nutrition Education <br />Program -Two Month Expansion <br />The Board authorized the allocation of $27,000 from the Human Services Safety Net Reserve to <br />provide a time extension of two months for the In-Home Breastfeeding Support Program/Expanded Food <br />and Nutrition Education Program. <br />9. ITEMS FOR DECISION--REGULAR AGENDA <br />Next Steps on Analysis of Potential School Mercer iVerbatim}The Board considered <br />discussing the next steps regarding the examination of potential impacts resulting from a possible <br />merger of the Orange County Schools and the Chapel Hill -Carrboro City Schools. <br />Chair Jacobs: As we said previously, there is a new permutation, the blue color, at our places <br />that is this agenda abstract in its most recent version. <br />John Link: At your November 11t" work session, you discussed the elements of four individual <br />proposals that Commissioners Brown, Gordon, Carey, and Jacobs presented that evening. In addition, <br />you discussed to some extent the major themes that you had heard at the first two public hearings. And <br />you also asked the County staff to respond to certain questions that you had that evening that you <br />would like to have answers to for tonight. And so I'm going to ask Rod Visser, Assistant County <br />Manager, to walk through briefly the material as we've tried to construct it to your benefit tonight that <br />responds to your questions and also tries to put into some context the information that you shared as <br />part of your proposals that evening. <br />Rod Visser: I'll just try to point out some of the attachments that were provided in response to <br />some of the questions the Board raised, as John pointed out, and just mention briefly the difference in <br />the blue version of the abstract that you have in front of you compared to the one that you received last <br />week. As John noted, at the November 11t" work session, the County Commissioners had their first <br />opportunity to really talk about the report and the public input that had been provided over the previous <br />two months. We've prepared this agenda item for your discussion and follow-up on around a number of <br />major themes. Some of the attachments that are provided will help you organize your discussion about <br />that; the first four attachments in here are the proposals presented by four of the Commissioners on <br />November 11t". Three of those four proposals actually mention specifically an interest in pursuing <br />further collaboration in conjunction with the school systems, and part of your abstract includes a brief <br />summary of the points from Commissioners Gordan's, Jacobs', and Brown's proposals that dealt with <br />collaboration. <br />
