the last few years. And we're just glad to be a part of this, because as farmers, your main assets are in <br />your property, your land. The only way to get money out of it in the past has been to sell it, and it's gone. <br />So this program allows farmers to get some money from their properly, to still not lase their property, and <br />not see concrete and houses coming up all around. I've always been a country boy. I like open space. I <br />like to get out on a beautiful May morning on my tractor and mow a beautiful field of hay. I feel at peace out <br />there. When I come into town, it's all cluttered. I don't feel at peace. So, to me, this is a great program, <br />and I would like to commend Orange County for seeing fit to be a part of it. <br />Chair Jacobs commended the Cheek family. He said that Orange County intends to continue being <br />aggressive. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to approve the <br />Manager's recommendation to adopt the resolution to approve the acceptance by Orange County of a <br />farmland preservation conservation easement from Everett and Lewis Cheek; authorize the Chair and the <br />Clerk to sign, subject to final review by staff and County Attorney, with a closing and recordation of the <br />document expected to occur by January 31, 2004; and acceptance of a grant of $235,255 from the federal <br />Farm and Ranch Land Protection Program for the Cheek easement; and approve the Conservation <br />Easements Capital Project Ordinance. <br />VOTE: UNANIMOUS <br />b. 'Endorsement in SuaAOrt of Town of Cartboro's Smith Level Road Resolution <br />The Board considered endorsing the Town of Carrboro's resolution regarding future improvements <br />to Smith Level Road. <br />This item was considered at the special meeting. <br />c. Resolution of Recognition on UNC's Women's Soccer Team Winning the 2003 NCAA <br />Women's Challenge Cup <br />The Board considered a resolution to recognize the UNC Women's Soccer Team winning the 2003 <br />NCAA Women's Challenge Cup. <br />Anson Dorrance thanked the Board far accelerating the meeting. He introduced the two junior <br />leaders, one of which graduated from Chapel Hill High School. <br />Commissioner Halkiotis read the resolution. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Gordon to adopt and <br />authorize the Chair to sign the resolution as stated below: <br />RESOLUTION OF RECOGNITION ON <br />UNC WOMEN'S SOCCER TEAM WINNING THE <br />2003 NCAA WOMEN'S COLLEGE CUP <br />WHEREAS, on December 7, 2003, the University of North Carolina Women's soccer team captured the <br />NCAA Women's College Cup; and, <br />WHEREAS, under the guidance of Head Coach Anson Dorrance, UNC earned its 18th national title since <br />1981; and, <br />WHEREAS, The Tar Heels completed a sweep of six NCAA shutouts to finish with a 27-0 record, the best in <br />the sport's history; and, <br />WHEREAS, the University of North Carolina women's soccer team and head coach Anson Dorrance have <br />placed Chapel Hill and Orange County on the international soccer map; and <br />WHEREAS, soccer is an integral part of the social and athletic fabric of Orange County; and <br />
