APPROVED 4/13/2004 MINUTES <br />BOARD OF COUNTY COMMISSIONERS <br />December 9, 2003 <br />7:30 p.m. <br />The Orange County Board of Commissioners met for regular session on Tuesday, December 9, 2003 at <br />7:30 p.m. at the Southern Human Services Center in Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Margaret Brown, <br />Moses Carey, Jr., Alice M. Gordon, Stephen Halkiotis <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill, Sean Borhanian <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod <br />Visser, and Gwen Harvey and Clerk to the Board Donna S. Baker {All other staff members will be identified <br />appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA <br />FILE IN THE CLERK'S OFFICE. <br />Items that are in "italic" and starred (*j will be discussed during the Board of County <br />Commissioners Special Meeting beginning at 6:00. If they are not addressed during the Special <br />Meeting due to time constraints, they will be addressed in the order they appear on this Regular <br />Meeting Agenda. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />Chair Jacobs suggested moving item 5-c, Resolution of Recognition on UNC's Women's Soccer <br />Team Winning the 2003 NCAA Women's College Cup, to the front of the agenda since the members of the <br />UNC Soccer team have another engagement shortly. The Board agreed with this. <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />2. PUBLIC COMMENTS <br />a. Matters not on the Printed Agenda <br />Jay Bryan presented a letter with some attachments to the Board and said that he was involved <br />in a formal group that proposed along-range process for determining the comprehensive growth plan for <br />Orange County. He was also involved in the Shaping Orange County's Future Task Force. Attachment D <br />is from the process. The task force's final recommendations included one entitled, "Putting Community <br />Building First," which is Attachment E. He said that the task force endorses the idea of local governments <br />codifying in ordinance farm, community building ideas, including ground rules for discussion and principles <br />for collaboration. He made reference to Attachment A, which is a draft ordinance to establish the use of <br />mediation, conflict resolution, and collaborative principles by various public boards and other groups. The <br />second draft ordinance is concerning the establishment of principles about community building and how to <br />incorporate the principles into the ongoing planning process. The third is haw to put together acommunity- <br />building plan for Orange County. He asked the Board to accept the proposed drafts and to set a time next <br />year to review and discuss the applicability to the County. <br />Fred Schroeder began to speak, but Chair Jacobs said that they would get to that particular <br />item further down an the agenda and far him to please wait until then to speak. <br />
