What educational resources should be shared to achieve equal opportunities <br />. How to increase accomplishments of underachieving students, enrich all <br />programming, preserve academically-gifted curriculum <br />. Practical working models for collaboration and equal accessibility <br />Commissioner Carey Proposal <br />^ Consider/decide at 02/12/04 BOCC meeting whether school systems should be <br />merged - if yes: <br />. Set effective date of merger as 07!01!06 or 07/01/08 <br />. Appoint Citizens Merger Advisory Task Force, consultant within 90 days to <br />recommend proposed merger plan within 12 months <br />. No student in either system to be involuntarily transferred within 3 years of merger <br />date (except new HS and new MS} <br />. Beginning in FY 2004-05, phase out CHCCS district tax over 3 or 5 years and <br />increase general property tax to offset <br />^ Ask Boards of Education about willingness to participate in merger plan development, <br />if asked <br />Commissioner Gordon Prapasal <br />^ Call election on countywide supplemental tax <br />. BOCC to set max tax rate, hold election during May 2004 primary <br />. If tax approved by voters, for 2004-05 set tax rate at 4 cents, adjusting CHCCS <br />district tax down with "hold harmless" provision <br />. Formulate funding guidelines, priorities far countywide supplemental tax <br />. Define "equity" and identify expected total tax increase and time period for that <br />increase <br />School systems work with facilitator to identify concrete steps for collaboration <br />. Interim report in May 2004 on steps for 2004-05 <br />. Final report later on significant collaboration for 2005-06 and beyond <br />Commissioner Jacobs Proposal <br />Create Commissioners' Educational Excellence Task Force to: <br />. analyze available resourceslprograms <br />. address concerns on funding disparities and cooperation <br />. determine needed changes to assure equal opportunity to achieve a quality <br />education <br />. return report to BOCC by end of FY 2003-04 <br />Hire consultant to examine schools operational efficiency <br />^ Allocate capital funds in CIP far one shared central office <br />.
