APPROVED 2!3/2004 MINUTES (VERBATIM) <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />Public Hearing on the Potential Impacts of a Possible School Merger <br />December 4, 2003 <br />7:30 p.m. <br />The Orange County Board of Commissioners met for a Public Hearing on the Potential <br />Impacts of a Passible School Merger on Thursday, December 4, ZOQ3 at 7:30 p.m. in the <br />District Courtroom, New Courthouse, Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Jacobs, and Commissioners <br />Margaret W. Brown, Moses Carey, Jr., Alice M. Gordon, Stephen Halkiotis, <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Clerk to the Board Donna S. Baker {All other staff members <br />will be identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDINGS OF THE <br />MEETING WILL BE KEPT FOR 5 YEARS. <br />1. Opening Comments <br />Chair Jacobs welcomed the public to the public hearing and read the public charge: <br />PUBLIC CHARGE: The Board of Commissioners pledges to the citizens of <br />Orange County its respect. The Board asks its citizens to conduct themselves in a <br />respectful, courteous manner, both with the Board and with fellow citizens. At any <br />time should any member of the Board or any citizen fail to observe this public <br />charge, the Chair will ask the offending person to leave the meeting until that <br />individual regains personal control. Should decorum fail to be restored, the Chair <br />will recess the meeting until such time that a genuine commitment to this public <br />charge is observed. <br />Chair Jacobs said to date they have had two public hearings, one on October 16`" and <br />one on October 23rd, and they are in the process of gathering information and the Board <br />of County Commissioners had its first discussion of these matters on November 11t" <br />He asked the speakers to limit their comments to three minutes. <br />2. PowerPoint Presentation -John LinklRod Visser <br />Jahn Link and Assistant Manager Rod Visser gave the PowerPoint presentation entitled, <br />Orange County Schools and Chapel Hill-Carrboro City Schools -Funding <br />Equity/Potential Impacts Resulting from a Possible Merger. <br />
