B-1 <br />ATTACHMENT B <br />PROGRAM STATUTES AND REGULATIONS <br />This Agreement, the North Carolina Legislature and the Hurricane Floyd Property <br />Acquisition and Relocation (HFPAR) grants are governed by the following statutes and <br />regulations: <br />(1) The Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. <br />§5121 et. se~c .; <br />(2) 44 C.F.R. parts 7, 9, 10, 13, 14, 17, 18, 25, 206, 220, 221, the Interim Rule set <br />forth as 44 C.F.R. Part 209 by FEMA at Vol. 65, No. 29 of the Federal Register <br />and any other applicable FEMA policy memoranda and guidance documents; <br />(3) N.C.G.S. § 166A-1 et. seg., "The N.C. Emergency Management Act"; <br />(4) State of North Carolina Administrative Plan for the Hazard Mitigation <br />Grant Program; <br />(5) All applicable laws and regulations delineated in Attachments D&E of this <br />Agreement; <br />(6) All applicable laws, ordinances, codes, rules, regulations, licensing requirements <br />and other regulatory matters that are applicable to the work performance under <br />this Agreement, including those of federal, state and local agencies having <br />appropriate jurisdiction. <br />Hurricane F1oyd Property Acquisition & Relocation Agreement Page 21 HFPAR-4292-0067 Orange County <br />
