Commissioner Gordan said that an page 104, she was asking what the standards of evaluation meant. She said that she asked Craig Benedict what sections it applied to, so it is just a matter of clarification. Craig Benedict said that they can re-word this by saying where a conflict "exists, the most restrictive standards will apply." Cammissioner Gordan asked about page 105, regarding Water Supply and Wastewater Treatment Method, and said that she understands that this is for all schools and not just public schools. She thought that public water and sewer were preferred. If it is not public water and sewer, then she thinks there should be a water resources report. She asked about a solid waste convenience center and if this was supposed to be provided. Cammissioner Gordon referred to page 108 and public road access. She said that public road access is required, but this does not state that it is. She thinks this should be stated. Commissioner Gordon made reference to the growth management standards and how they apply to schools and asked about a pedestrian bicycle plan and open space connectivity. She asked if you needed constructed resources. Craig Benedict will investigate these areas and provide a report to the Planning Board. Craufard Goodwin asked about historical resources. Craig Benedict said that they can look at this. No public comment. A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to accept the Administration's recommendation to refer the proposed amendments to the Planning Board for a recommendation to be returned to the BOCC no sooner than January 26, 2004. They have removed the County owned properties from the priority list at this time. Commissioner Jacobs made reference to page 12 of the handout where it says, "Co-locators shall be refused access for co-location by charging exorbitant lease fees." He suggested adding to this, "as determined by the County's consultant" since this is open to interpretation. Sean Borhanian said that this was indicated in number five.
