4. Planning Board Goals-Brief Discussion <br />Commissioner Gordon asked Craig Benedict to give a brief presentation of the following goals: <br />A) Comprehensive Plan Land Use Update -including: <br />1. Outreach <br />2. New Density Targets-Comprehensive Growth Management <br />3. Urban Growth Boundary <br />Craig Benedict said that at the last Planning Board meeting, they discussed how to collect the <br />Board of County Commissioners' ideas. They are planning "community outreach" in the manth~ <br />of December and January for the comprehensive plan land use update. In February, the formal <br />public hearing process begins. The issues are density considerations in the rural areas, <br />sustainable lot sizes, and reaffirming the urban growth boundary. <br />B) Other Comprehensive Plan Elements: <br />1. Transportation <br />2. Housing <br />There are other elements such as natural systems and parks and recreation. <br />C) Unified Development Ordinance (UDO} <br />The County Commissioners approved this in the budget this year to start at least half funding for <br />this. This involves taking all of the regulations that have been approved aver the last few years <br />and adding them to the comprehensive plan and having a thorough booklet of subdivision <br />zoning and economic development. This would be an abridged version. <br />D) Program Research (i.e., Affordable Housing, Transfer Development <br />Rights} <br />The Planning Board suggested getting a consultant to talk about transferable development <br />rights in the Buckhorn economic development area. <br />E} Class A Special Use Training <br />1. Towers <br />2. Subdivisions <br />A class A Special Use Permit requires a review by the Planning Board and review and approval <br />by the County Commissioners. The new tower regulations have more class A permits as well <br />as the new subdivision regulations. As of the November 5t" vote by the County Commissioners, <br />any subdivision, depending an size and location, will ga through a standard process, special use <br />permit process, or a rezoning special use permit process. <br />They anticipate four new class A towers coming through in the next run of submittals in 2004. <br />Craig Benedict said that there would be a better package of information far the January 2004 <br />retreat. <br />
