development sites you have considered air pollution concerns in developing whether there are any <br />opportunities. <br />Jay Smith: Quite honestly, the addition of the ATM lane will reduce that. The same number of <br />cars trying to get through fewer ATM lanes or teller lanes will be idling longer than more <br />throughways where they'll be processing themselves quicker. <br />Noah Ranells: It does. <br />(The clerk swore in Randall Wellman.} <br />Randall Wellburn: My name is Randall Wellburn and (work for the State Employees' Credit <br />Union. <br />Hunter Schofield: Was there a comment that you wanted to respond to. <br />Randall Wellburn: How long would it be until the same wait time with 15 to 20 cars. I just didn't <br />want it to sound like there's 15 to 20 cars there. It's just on peak days such as teacher pay days, or <br />the 15t" and 30t" that were mentioned? <br />Hunter Schofield: Just a note to the Planning Board to keep in mind that this will be returning to <br />us in the period of one to two months for deliberation within the Planning Board as to the merits of <br />this proposal. So this would not, of course, be our only opportunity to weigh in on this application <br />before us tonight. With that being said, we're still open to questions. Yes, Mr. Katz. <br />Barry Katz: Are there any sites around there that are available for commercial base of food stores <br />or anything else of that nature? <br />Robert Davis: The ED-LO is the base district in that area. It has some components. It's mostly <br />limited office. But you do have undeveloped property down in the business park. And down the <br />road there is the potential for the planned development through Hillsborough, the Waterstone <br />Project. <br />Barry Katz: So, if they have an increase in residents, and with the possibility that without a <br />supermarket developed in there in that stretch or something that could dramatically increase the <br />traffic here in this area, you are basically working in a retail vacuum over there. Nothing in there, <br />you know? And with the potential that the customer base is there, you may well have an <br />emergence of retail space there which will dramatically change all your traffic patterns one day. <br />Robert Davis: Right. Plus, you also have the fact that this is not a funded improvement through <br />the NCDOT, so it could go quite a while before it gets improved, and the traffic would increase. <br />Normally when you get to the 125 percent capacity, you get a road maybe five years later. So, <br />we're looking at that too. It could be a long time before you see an improvement. That is why we <br />were recommending the turning movements now but that will be the Board's choice. <br />Commissioner Halkiotis: I just wanted to make a quick observation. I may be the only member of <br />this Board who does his banking at the Credit Union. This Board doesn't include you Hunter <br />Schofield. I'm just talking about Commissioners with all due respect. And, I've got to tell you guys, <br />I have never come in on the Hwy 86 side. I think the safe driving technique tells you to come in <br />from Oakdale. And I exit out Oakdale whenever I can. I think that has been one of the issues all <br />along. I think the DOT's idea about right in and right out is right for right now and forget about ten <br />years from now. Yau guys may not like that, but I ga in and out of there at least once or twice a <br />week. And when all the parking spaces are filled up in there, as they usually are, and those people <br />at the teller windows, they're inside conducting business. You people are doing a big business <br />
