2 • <br /> Six Month Hiring Freeze — At the June 24, 2002 budget work session, the Board approved a six- <br /> month hiring freeze of non-critical positions for fiscal year 2002-03. Attachment 5 of this abstract is a <br /> copy of the Six Month Hiring Freeze Policy that was included in the Manager's Recommended 2002- <br /> 03 Budget Appendix C. <br /> Personnel Ordinance Revisions —The approved budget for fiscal year 2002-03 does not provide <br /> for In-Range Salary Increases or Meritorious Service Awards. Attachment 6 of this abstract, <br /> Personnel Ordinance Revisions, suspends the provisions for these programs as of July 1, 2002 for <br /> employees with WPPR review dates of July 1, 2002 and after. <br /> FINANCIAL IMPACT: Adoption of the ordinances establishes the authority to implement the County's <br /> budget, grant and capital ordinances, six month hiring freeze of non-critical positions, personnel <br /> ordinance revisions and fee schedule for FY 2002-03. <br /> RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners <br /> implement the six month hiring freeze of non-critical positions and approve the budget, grant and capital <br /> ordinances, personnel ordinance revisions and fee schedule for FY 2002-03. <br />
