Commissioner <br />Gordon agreed. <br />Commissioner Carey said that he would accept the additional language. <br />Commissioner Gordon restated the language: "Accept the Manager's recommendation, <br />with instruction to the Manager and staff to came back with alternatives for carrying out <br />the animal shelter as a public operation to take effect by July 1, 2004." <br />Chair Brown asked John Link to clarify what this is asking him to do. <br />John Link said that his understanding is that the County Commissioners have, with this <br />motion, authorized the staff to negotiate an interim contract with APS through June 30, <br />2004. Also, based on additional language, the Board expects staff to come back <br />sometime aver the course of the next six months (March or April) with how the County <br />would assume the shelter as a public entity by July 1, 2004 and to include haw they will <br />deal with volunteerism, budget, non-profits, etc. <br />Chair Brown said that she would like to see a scenario for this to be a County <br />department. <br />Commissioner Gordon said that she does not mean by this motion that the shelter will <br />definitely be a County department. <br />John Link said that they could possibly come back by January 2004 with alternatives. <br />Chair Brown wants to make sure that there is a scenario for a County department. John <br />Link said that this would be one alternative that the staff comes back with. <br />Commissioner Jacobs wants to make sure that the next agenda includes a proposed <br />composition of the task farce and in the interim the Clerk can start advertising. <br />Chair Brown said that she does not support this motion because she does not have any <br />confidence in the organization. She hopes that there is a strong oversight of the APS <br />and the cleanliness and care of these animals. She would also like to know who the <br />veterinarian is for the spay/neutering program. <br />VOTE: Ayes, 4; No, 1 (Chair Brown) <br />Commissioner Jacobs said that he hopes the HSUC will stay with this process because <br />it is not over. <br />
