Director, Nicole A. Carper will serve as Shelter Operations Manager, and Amy Michelle
Eller will serve as Customer Relations Manager. There will also be a written progress
report, as requested by the County Commissioners, by the 10t" of each month,
indicating what is going well and what is not going well in terms of shelter operations.
Purchasing and Central Services Director Pam Jones explained page nine of
the abstract entitled Animal Shelter Management/Operations Combined Proposals Cost.
She said that the County requested that all casts be based on the County taking the
revenue for the adoptions and related items as well as the County assuming
responsibility for the expense of the veterinarian.
She made reference to the APS-alternate column and said that this includes
the veterinarian services, which are estimated by APS at $11,000 per month. This also
includes them keeping the revenue for adoption and related items, which is estimated to
be $16,000 per month. The net revenue would be $5,000 a month. This is exactly the
difference between the APS base and the alternate.
PUBLIC COMMENT:
Linda Schmoldt shared her letter to the editor that was in the paper today. The letter is
as follows:
Chapel Hill Herald
November 18, 2003
APS stewardship record clear
Why did Orange County spend thousands on an evaluation by the
Humane Society of the United States, then recommend offering the
shelter contract to the same bunch who messed it up? The APS'
director is gone. So what? Directors carry out the will of the
board.
From HSUS's evaluation of the APS:
"Overall the animal flow process was disorganized and
unstructured. Staff lacked proper training for many of the daily
tasks...."
"Many animals admitted to the APS were not vaccinated for days or
even weeks after arrival."
"One kitten and small dog were placed in the night surrender
cages by the public on Wednesday evening ... the small dog was
still in the night surrender cage on Friday night."
"There were dead roaches on the floor."
