1. Corporations are not persons and are not entitled to the rights afforded to people by the <br />Constitution. <br />2. Contributions by corporations and other business entities to political parties, candidates, <br />and organizations for the purpose of influencing the outcomes of federal, state, and <br />local elections may be regulated. <br />Be it further resolved that the Orange County Board of Commissioners calls on other <br />communities and jurisdictions to join with us in this action by passing similar Resolutions. <br />This the 21 St day of February, 2012. <br />PUBLIC COMMENT: <br />Pete Brown said that the people of To Amend came here tonight to support and undo <br />the harm that this amendment will do. He said that they accept the resolution that <br />Commissioner Yuhasz recommended. <br />A motion was made by Commissioner Yuhasz, seconded by Commissioner McKee to <br />adopt the revised Resolution (from Commissioner Yuhasz) to Amend the United States <br />Constitution to Clarify that Corporations are Not People and Money is Not Speech and <br />authorize the Chair to sign. <br />VOTE: UNANIMOUS <br />5. Consent Aqenda <br />A motion was made by Commissioner Foushee, seconded by Commissioner <br />Hemminger to approve those items on the consent agenda as stated below: <br />a. Minutes <br />The Board approved the minutes from December 8, 2011 and January 26, 2012 as <br />submitted by the Clerk to the Board. <br />b. Appointments - None <br />c. Motor Vehicle Propertv Tax Release/Refunds <br />The Board adopted a release/refund resolution, which is incorporated by reference, related <br />to 35 requests for motor vehicle property tax releases or refunds in accordance with NCGS. <br />d. Propertv Tax Releases and/or Refunds <br />The Board adopted a resolution, which is incorporated by reference, to release property <br />values related to eighteen (18) requests for property tax release and/or refund in <br />accordance with North Carolina General Statute 105-381. <br />e. Adiustinq the Limits on the Countv Manaaer's Contractina Authoritv and Ratifvinq a <br />Manaqer Approved Grant Aqreement <br />The Board authorized the Manager to sign intergovernmental service agreements in <br />amounts under $90,000; and authorized the Manager to sign intergovernmental grant <br />agreements regardless of amount as long as no expenditure of County matching funds not <br />previously budgeted and approved by the Board is required. Subsequent budget <br />amendments will be brought to the BOCC for revenue generating grant agreements not <br />requiring County matching funds as required for reporting and auditing purposes; and direct <br />the Manager and Attorney to provide a quarterly report to the County Commissioners <br />showing the type and amount of each intergovernmental agreement signed by the Manager; <br />
