The single stream recycling collection proposal
would cost $948,500 to add the needed roll carts. The proposal now is to proceed with the
program without roll carts because of the financial considerations.
Commissioner Yuhasz said that this was discussed at the last SWAB meeting. He
asked about the feasibility of delaying the single-stream recycling for a year. He asked how
much revenue would be lost if there was comingling. Gayle Wilson said that it would be about
$100-200,000.
A motion was made by Commissioner Yuhasz, seconded by Commissioner Jacobs to
not initiate single-stream recycling collection and stay with dual-stream, making temporary
adjustments to Walnut Grove that would allow the County to remain dual-stream for one year
until it is known what the Town of Chapel Hill will do.
VOTE: Ayes, 3(Commissioner Yuhasz, Commissioner Jacobs, and Commissioner McKee);
Nays, 4
MOTION FAILED
A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs
to authorize staff to proceed with implementation of single-stream recyclables collection within
the Towns of Carrboro, Chapel Hill, and Hillsborough using existing 18 gallon bin receptacles
and negotiate a one-year contract renewal with the Waste Industries.
