APPROVED 02!1912004 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />WORK SESSION <br />November 11, 2003 <br />7:30 p.m. <br />The Orange County Board of Commissioners met for a Work Session on Tuesday, <br />November 11, 2003 at 7:30 p.m. at the Southern Human Services Center in Chapel Hill, North <br />Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Margaret W. Brown, Moses Carey, Jr., <br />Alice Gordon, Stephen Halkiotis and Barry Jacobs <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., and Assistant Managers <br />Rod Visser and Clerk to the Board Donna S. Baker (All other staff members will be identified <br />appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. <br />1. Potential Impacts Resulting from a Possible Merger of the Orange County Schools <br />and Chapel Hill-Carrboro City Schools <br />Chair Brown said that the Board of County Commissioners normally does not videotape work <br />sessions, but the Board thought it was appropriate given the subject matter. She also told the <br />audience that there is no public comment at work sessions. The next public hearing on the <br />subject of merger is December 4t". She said that this was the first opportunity that the Board <br />has had to discuss the issue of merger since the information was received and the public <br />hearings were held. <br />Chair Brown asked for a moment of silence in honor of Veteran's Day. <br />Chair Brown reviewed the handouts at each Commissioner's place and said that the yellow <br />sheet is information on an upcoming Strategic Housing Session on November 20t" at the <br />Southern Human Services Center. There were also copies of verbatim minutes from the <br />October 16t" and 23rd public hearings. <br />John Link said that the staff has given the Commissioners a second version of attachments that <br />are in their packets with the additions of attachments 27 and 28. <br />Rod Visser said that attachment 27 is information received from the Orange County Schools in <br />response to a question brought up at the County Commissioners' meeting about non-classroom <br />administrative personnel. It also includes information about network computers. Attachment 28 <br />was in response to another request from the County Commissioners regarding dropout rates, <br />number of students who took the SAT, etc. This is a side-by-side comparison of the two <br />districts. <br />Chair Brown said that there were 4 proposals tonight-Chair Brown, Commissioner Carey, <br />Commissioner Jacobs, and Commissioner Gordon. <br />
