Orange County
was the first North Carolina county to create a MAP. However, this MAP represents a shift in
the methods and goals of the planning process. While the previous MAPs were also
community-oriented, the 2012-17 MAP is the first to include broad public input through every
step of the process. Additionally, this is the first MAP to be based on the NC Aging Services
Plan, which contains broad goals and objectives, with corresponding implementation strategies
and performance measurements.
This MAP is also dedicated to the promotion of equity throughout the county, meaning that goals
were constructed with people of diverse cultures, lifestyles, geographic locations and
socioeconomic statuses in mind. Over 140 volunteers, staff from various County departments,
town governments, and community stakeholders were involved in this planning process. The
success of the MAP depends on continued collaboration and community involvement over the
next five years.
A special thank you goes to the UNC School of Public Health - Health Behavior Health
Education Capstone Team for its expertise and leadership in working with professionals,
community stakeholders, and consumers to help create a county-wide living document that will
be used to guide aging services for the ne~ five years. In addition to guiding the County, this
planning process has been recognized by the North Carolina Division of Aging and Adult
