8
Commissioner Yuhasz said that he appreciated Commissioner Jacobs' concerns and the
explanations that Craig Benedict gave are the reasons for this. He does not want to make a
habit of shrinking the timeframe for the Board's consideration and the public input, but it makes
sense in this case.
Frank Clifton said that this is only the quarterly public hearing and there will be no action at that
time.
Commissioner Gordon said that Commissioner Jacobs made good points.
Commissioner Jacobs said that since the members of the community are amenable to this, then
he can live with it, but he does not want to continue with this kind of pace for things like this
without a proper public process.
Chair Pelissier said that the concerns can be addressed and the public hearing can be extended
if needed.
A motion was made by Commissioner Foushee, seconded by Commissioner Yuhasz to approve
the proposed February 27, 2012 Quarterly Public Hearing legal advertisement.
VOTE: UNANIMOUS
I. Public Hearings
a. Orange County Consolidated Housing Plan Update
The Board received comments from the public regarding the housing and non-housing needs to
be included in the Annual Update of the 2010-2015 Consolidated Housing Plan for Housing and
Community Development Programs in Orange County and proposed uses of 2012-2013 HOME
funds.
Housing and Community Development Director Tara Fikes introduced this item. In May 2010,
the County developed this five-year consolidated plan, which details the housing needs of very
low income, low income, and moderate income families and special population groups in addition
to outlining the strategies and plans for addressing those needs. Every year, the communities
are required to reassess the needs of the community. This public hearing provides an
opportunity for the public to provide input into the Annual Update. The public is asked to
comment on the proposed uses of an estimated $383,485 in 2012-2012 HOME funds.
Organizations that are interested in applying for the funds must do so by February 29th. The
application is available on the County's website as well as the Town of Chapel Hill's website. The
HOME Program Review Committee will be making recommendations for funding in late March.
This year, HUD has indicated that there is an expected reduction of allocation of HOME funds.
The $383,485 is about a 51% reduction from last year.
Public Comment:
Mary Jean Seyda, Operations Director for CASA, a non-profit agency that develops and owns
affordable rental apartments, said that she is also a member of the Orange County Partnership to
