32 <br /> 1 - Modify US 15-501 interchange <br /> 2 <br /> 3 Next Steps <br /> 4 <br /> 5 - Public review period through March 2012 —March 14th public hearing at the TAC <br /> 6 Meeting <br /> 7 - Final Plan Approval April 2012 <br /> 8 <br /> 9 The County Commissioners asked clarifying questions, which were answered by Leta <br /> 10 Huntsinger. <br /> 11 Commissioner McKee made the point that bus rapid transit would do what light rail is <br /> 12 being projected to do cheaper, more efficiently, and more effectively. <br /> 13 Chair Pelissier asked about the cost figures. <br /> 14 Leta Huntsinger said that there are some recommendations within this study that would <br /> 15 likely fit well with the broader plans. The transit tax money could be used to help support some <br /> 16 of these. Just like the highway needs in the region, there is not enough money to cover the <br /> 17 needs for transportation. <br /> 18 <br /> 19 10. County Manager's Report <br /> 20 Frank Clifton said that the bids for the Efland sewer extension were really good and the <br /> 21 County has been allocated money from the State's Clean Water Trust Fund and a low-interest <br /> 22 loan of 2.4%. There is a gravity line that will be associated with removing one of the pump <br /> 23 stations, which will open up another 15 acres for residential development. <br /> 24 The County also moved forward with the four-year revaluation process. The plan is to <br /> 25 do this January 2013. This will be based on sales that occurred in 2011 within Orange County. <br /> 26 Preliminary estimates are forthcoming. There will be no impacts for the upcoming budget year. <br /> 27 <br /> 28 11. County Attorney's Report <br /> 29 John Roberts said that the Court of Appeals has resolved the parking dispute between <br /> 30 the County and the Town and the courthouse will remain open. <br /> 31 <br /> 32 12. Appointments <br /> 33 <br /> 34 a. Recommendations for the Board of Directors of the Piedmont Food and Agricultural <br /> 35 Processing Center <br /> 36 The Board was to consider appointing three directors to the Board of Directors of the <br /> 37 Piedmont Food and Agricultural Procession Center. <br /> 38 <br /> 39 DEFERRED <br /> 40 <br /> 41 b. Orange County Nursing Home Community Advisory Committee—Appointments <br /> 42 The Board considered making appointments to the Orange county Nursing Home <br /> 43 community Advisory Committee. <br /> 44 A motion was made by Commissioner Jacobs, seconded by Commissioner Yuhasz to <br /> 45 appoint Mr. Elijah Flowers, III and Mrs. Patricia Revels to At-Large positions expiring March 31, <br /> 46 2015. <br /> 47 VOTE: UNANIMOUS <br /> 48 <br /> 49 c. Animal Services Advisory Board —Appointment <br /> 50 The Board considered making an appointment to the Animal Services Advisory Board. <br />
