27 <br /> 1 Utilization of part of the 104 acre Greene Tract for the Historic Rogers Road <br /> 2 Community: <br /> 3 <br /> 4 A motion was made by Commissioner Foushee, seconded by Commissioner <br /> 5 Hemminger to table this item until the task force brings back their recommendations in <br /> 6 December 2012. <br /> 7 VOTE: UNANIMOUS <br /> 8 <br /> 9 Commissioner Foushee and Commissioner Hemminger volunteered to serve on this <br /> 10 task force. <br /> 11 <br /> 12 e. Modify the Urban Curbside Single Stream Recycling Collection Schedule <br /> 13 The Board considered a proposal to modify the previously authorized Urban Curbside <br /> 14 Single Stream Recycling Collection implementation scheduled for July 2012. <br /> 15 Solid Waste Director Gayle Wilson said that at the January 26, 2012 Joint Work Session <br /> 16 with the towns, it was disclosed that the County staff was concerned about the financial risk <br /> 17 involved in the curbside recycling program. The single stream recycling collection proposal <br /> 18 would cost $948,500 to add the needed roll carts. The proposal now is to proceed with the <br /> 19 program without roll carts because of the financial considerations. <br /> 20 Commissioner Yuhasz said that this was discussed at the last SWAB meeting. He <br /> 21 asked about the feasibility of delaying the single-stream recycling for a year. He asked how <br /> 22 much revenue would be lost if there was comingling. Gayle Wilson said that it would be about <br /> 23 $100-200,000. <br /> 24 A motion was made by Commissioner Yuhasz, seconded by Commissioner Jacobs to <br /> 25 not initiate single-stream recycling collection and stay with dual-stream, making temporary <br /> 26 adjustments to Walnut Grove that would allow the County to remain dual-stream for one year <br /> 27 until it is known what the Town of Chapel Hill will do. <br /> 28 VOTE: Ayes, 3 (Commissioner Yuhasz, Commissioner Jacobs, and Commissioner McKee); <br /> 29 Nays, 4 <br /> 30 <br /> 31 MOTION FAILED <br /> 32 <br /> 33 A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs <br /> 34 to authorize staff to proceed with implementation of single-stream recyclables collection within <br /> 35 the Towns of Carrboro, Chapel Hill, and Hillsborough using existing 18 gallon bin receptacles <br /> 36 and negotiate a one-year contract renewal with the Waste Industries. Inc. for the collection of <br /> 37 recyclables within the Urban Curbside Recycling Program. <br /> 38 VOTE: UNANIMOUS <br /> 39 <br /> 40 f. Follow up: General Policy for Board of County Commissioners Advisory <br /> 41 Boards <br /> 42 The Board considered the final draft of the Board-approved General Advisory Board <br /> 43 Policy and authorizing the Chair to sign. <br /> 44 Chair Pelissier noted that this has been discussed several times in work sessions. <br /> 45 Commissioner Gordon made reference to page 4 (A-1-c) at the top and the definition of <br /> 46 domicile and said that the way this reads, a person would not have to live here. <br /> 47 A motion was made by Commissioner Gordon, seconded by Commissioner Yuhasz that <br /> 48 all Board members shall be residents of Orange County and also shall maintain their domicile in <br /> 49 Orange County, and the Clerk shall confirm applicants shall maintain their domicile and their <br /> 50 residence in Orange County. <br />
