25 <br /> 1 reminded the Board that three of the County Commissioners had the privilege at their first <br /> 2 meeting having to decide about the transfer station. One of the parts of the resolution was to <br /> 3 say that the County would look for an environmentally sound, cost-effective alternative solution <br /> 4 to disposal of solid waste and to look for local and regional partners. He said that there will <br /> 5 have to be some decisions about moving forward. He thinks that there should be discussion to <br /> 6 ask staff to come back with some plan or some timetable to seek regional partners and look at <br /> 7 alternatives to shipping solid waste. He said that he is tired of municipal problems being solved <br /> 8 by putting them in rural areas. He challenged Mayor Chilton to come back with a site in <br /> 9 Carrboro. <br /> 10 Commissioner Yuhasz said that regional solutions do not eliminate the need for a <br /> 11 collection spot. <br /> 12 Chair Pelissier said that she thinks it is premature to say the County needs a waste <br /> 13 transfer station until they know what their partners are going to do. She suggested asking the <br /> 14 Solid Waste Advisory Board to look at alternative solutions. <br /> 15 Frank Clifton said that the County has been moving forward with solutions for solid <br /> 16 waste. The plans for redesigning the collection centers will compact all of the County's waste to <br /> 17 the point that it will reduce hauling costs and addresses the bigger picture of the urban garbage <br /> 18 trucks, etc. <br /> 19 Chair Pelissier encouraged the towns to go to a pay-as-you-throw system in order to <br /> 20 decrease waste. <br /> 21 Chair Pelissier asked for a motion on whether or not to pursue a transfer station. <br /> 22 <br /> 23 A motion was made by Commissioner McKee, seconded by Commissioner Jacobs to <br /> 24 NOT pursue a transfer station at this site and to notify the Towns of Chapel Hill, Carrboro, <br /> 25 Hillsborough, and UNC by letter and to include in the letter that Orange County continues to be <br /> 26 open to collaboration on future sites. <br /> 27 VOTE: UNANIMOUS <br /> 28 <br /> 29 d. Direction for Historic Rogers Road Community Improvements <br /> 30 The Board considered requests from the Rogers-Eubanks Neighborhood Association <br /> 31 (RENA) and discussed issues from the Solid Waste/Rogers Road joint work session on <br /> 32 January 26, 2012, including the possible creation of a Historic Rogers Road Task Force. <br /> 33 Frank Clifton said that this is a follow-up to a prior meeting where the County <br /> 34 Commissioners discussed these issues. It was decided at that meeting that each entity would <br /> 35 appoint a task force. <br /> 36 Clerk to the Board Donna Baker said that the Town of Carrboro has made its two <br /> 37 appointments and the Town of Chapel Hill will be making appointments at its February 27tH <br /> 38 meeting. <br /> 39 <br /> 40 PUBLIC COMMENT: <br /> 41 Stan Cheren spoke on behalf for the Justice United Environmental Team and RENA. <br /> 42 He thanked the Board for setting a date certain for closing the landfill. He asked that the <br /> 43 County Commissioners let them know when a progress report will be coming from the County. <br /> 44 He thanked the County Commissioners for securing the support from the Assembly of <br /> 45 Government for providing the community center for the Rogers Road community. This fulfills a <br /> 46 promise of recreation space once the landfill closes.
