11 <br /> I The location and character of the use, if developed according to the plan submitted, will <br /> 2 be in harmony with the area in which it is to be located and the use is in compliance with <br /> 3 the plan for the physical development of the County as embodied in these regulations or <br /> 4 in the Comprehensive Plan, or portion thereof, adopted by the Board of County <br /> 5 Commissioners. <br /> 6 (IF THE MOTION IS TO AFFIRM) This motion to affirm is based on the following <br /> 7 already entered into the record: <br /> 8 • Based on evidence presented at the November 21, 2011 public hearing <br /> 9 and the January 4, 2012 Planning Board meeting, <br /> 10 • Further the Board made this determination based on a lack of evidence <br /> 11 submitted into the record indicating that the applicant had not met their <br /> 12 burden of proof. <br /> 13 <br /> 14 VOTE: UNANIMOUS <br /> 15 <br /> 16 9. A motion was made by Commissioner Yuhasz, seconded by Commissioner Foushee <br /> 17 issue the Special Use Permit and impose the 12 recommended conditions as detailed <br /> 18 on page 71 of Attachment 10 of the abstract. <br /> 19 <br /> 20 VOTE: UNANIMOUS <br /> 21 <br /> 22 Commissioner Jacobs thanked those associated with the Friends School and the <br /> 23 responsive nature to the schools and to our staff. He also said that he was pleased to see the <br /> 24 Quaker Dome on the campus. <br /> 25 Commissioner Gordon commended the Friends School for the responsiveness to the <br /> 26 comments made concerning their application. <br /> 27 <br /> 28 8. Regular Agenda <br /> 29 a. Adoption of the Final Bond Resolution Authorizing the Issuance of Limited <br /> 30 Obligation Bonds to Finance Chapel Hill —Carrboro City Schools Elementary#11, Other <br /> 31 County Capital Projects and Refinancing of Existing Obligations <br /> 32 The Board considered adopting the final bond resolution authorizing the issue of Limited <br /> 33 Obligation Bonds in the maximum amount of$75 million for the financing of Elementary School <br /> 34 #11 for Chapel Hill—Carrboro City Schools, for other County capital projects and to refinance <br /> 35 existing obligations. <br /> 36 Financial Services Director Clarence Grier summarized this item. On February 7, 2012, <br /> 37 the Board approved a financing plan for a new elementary school for the Chapel Hill-Carrboro <br /> 38 City Schools. Nothing has changed since then. The total amount financed for school <br /> 39 construction would be $21,500,000. The anticipated approval by the LGC is March 6th <br /> 40 Commissioner McKee said that he is supportive of the bond refinancing and the <br /> 41 proposal, but he has questions about the pricing and necessity of the ambulances for$531,000. <br /> 42 <br /> 43 Resolution Providing Final Approval of Terms and Documents <br /> 44 for County's 2012 Installment Financing --for Elementary School #11, <br /> 45 for other County capital projects and to refinance existing obligations <br /> 46 <br /> 47 <br /> 48 WHEREAS-- <br />
