4 <br /> 1 1. Corporations are not persons and are not entitled to the rights afforded to people by the <br /> 2 Constitution. <br /> 3 2. Contributions by corporations and other business entities to political parties, candidates, <br /> 4 and organizations for the purpose of influencing the outcomes of federal, state, and <br /> 5 local elections may be regulated. <br /> 6 <br /> 7 Be it further resolved that the Orange County Board of Commissioners calls on other <br /> 8 communities and jurisdictions to join with us in this action by passing similar Resolutions. <br /> 9 <br /> 10 This the 21 st day of February, 2012. <br /> 11 <br /> 12 PUBLIC COMMENT: <br /> 13 Pete Brown said that the people of To Amend came here tonight to support and undo <br /> 14 the harm that this amendment will do. He said that they accept the resolution that <br /> 15 Commissioner Yuhasz recommended. <br /> 16 <br /> 17 <br /> 18 A motion was made by Commissioner Yuhasz, seconded by Commissioner McKee to <br /> 19 adopt the revised Resolution (from Commissioner Yuhasz) to Amend the United States <br /> 20 Constitution to Clarify that Corporations are Not People and Money is Not Speech and <br /> 21 authorize the Chair to sign. <br /> 22 VOTE: UNANIMOUS <br /> 23 <br /> 24 5. Consent Agenda <br /> 25 A motion was made by Commissioner Foushee, seconded by Commissioner <br /> 26 Hemminger to approve those items on the consent agenda as stated below: <br /> 27 <br /> 28 a. Minutes <br /> 29 The Board approved the minutes from December 8, 2011 and January 26, 2012 as <br /> 30 submitted by the Clerk to the Board. <br /> 31 b. Appointments— None <br /> 32 <br /> 33 c. Motor Vehicle Property Tax Release/Refunds <br /> 34 The Board adopted a release/refund resolution, which is incorporated by reference, related <br /> 35 to 35 requests for motor vehicle property tax releases or refunds in accordance with NCGS. <br /> 36 d. Property Tax Releases and/or Refunds <br /> 37 The Board adopted a resolution, which is incorporated by reference, to release property <br /> 38 values related to eighteen (18) requests for property tax release and/or refund in <br /> 39 accordance with North Carolina General Statute 105-381. <br /> 40 e. Adjusting the Limits on the County Manager's Contracting Authority and Ratifying a <br /> 41 Manager Approved Grant Agreement <br /> 42 The Board authorized the Manager to sign intergovernmental service agreements in <br /> 43 amounts under$90,000; and authorized the Manager to sign intergovernmental grant <br /> 44 agreements regardless of amount as long as no expenditure of County matching funds not <br /> 45 previously budgeted and approved by the Board is required. Subsequent budget <br /> 46 amendments will be brought to the BOCC for revenue generating grant agreements not <br /> 47 requiring County matching funds as required for reporting and auditing purposes; and direct <br /> 48 the Manager and Attorney to provide a quarterly report to the County Commissioners <br /> 49 showing the type and amount of each intergovernmental agreement signed by the Manager; <br />
