29 <br /> 1 WHEREAS, the alignment option C2 is potentially compatible with the overall vision for the <br /> 2 transit corridor; and <br /> 3 <br /> 4 WHEREAS, the ridership, costs, environmental impacts, community impacts, and impacts on <br /> 5 nearby roadway traffic of alignment option C2 needs to be further studied in the Scoping and <br /> 6 Preliminary Engineering/Draft Environmental Impact Statement (PE/DEIS) phases before a <br /> 7 final decision is made on which alignment should be advanced; and <br /> 8 <br /> 9 WHEREAS, alignment option D3 in the South Square station area would best promote transit- <br /> 10 supportive economic development; and <br /> 11 <br /> 12 WHEREAS, the adoption of the Locally Preferred Alternative does not include a <br /> 13 recommendation for the location of a Rail Operations and Maintenance Facility and the <br /> 14 location of this facility will be further studied in the Scoping and PE/DEIS phases; and <br /> 15 <br /> 16 WHEREAS, the adoption of the Locally Preferred Alternative will be followed by further study of <br /> 17 the alignment and station locations in the Scoping and PE/DEIS phases when a final decision <br /> 18 is made on the remaining active options; and <br /> 19 <br /> 20 WHEREAS, the substantive issues identified in public comments on the Alternatives Analysis <br /> 21 will be addressed in subsequent development steps such as Scoping and PE/DEIS; and <br /> 22 <br /> 23 BE IT THEREFORE RESOLVED that the Durham-Chapel Hill-Carrboro Metropolitan Planning <br /> 24 Organization Transportation Advisory Committee adopts light rail transit technology on the <br /> 25 alignment recommended in the "Detailed Definition of Alternatives Technical Report" dated <br /> 26 July 2011 with the modification that the C2 option be carried forward for further study in the <br /> 27 Meadowmont and Hillmont station areas as the Locally Preferred Alternative for the Durham- <br /> 28 Orange County Corridor (as illustrated on the attached map), and that the DCHC MPO intends <br /> 29 to incorporate this LPA into the forthcoming 2040 Long Range Transportation <br /> 30 Plan to further inform this LPA, provided here on this, the 8th day of February, 2012. <br /> 31 <br /> 32 <br /> 33 <br /> 34 d. Recommendations to NCACC Regarding Priority Federal Issues <br /> 35 The Board considered approving recommendations to the North Carolina Association of <br /> 36 County Commissioners on priority federal issues of importance to all counties. <br /> 37 A motion was made by Commissioner Jacobs, seconded by Commissioner Foushee to <br /> 38 approve recommendations to the North Carolina Association of County Commissioners <br /> 39 (NCACC) on priority federal issues of importance to all counties, and direct the Clerk to the <br /> 40 Board to complete the necessary forms and submit these priority federal issues to NCACC by <br /> 41 the February 10, 2012 deadline. <br /> 42 VOTE: UNANIMOUS <br /> 43 <br /> 44 9.
