13 <br /> and <br /> WHEREAS, the requirements of Section 2.3 of the Unified Development Ordinance (UDO) have <br /> been deemed complete, and <br /> WHEREAS, the Board finds that the Land Use Element Map amendment will carry out the intent <br /> and purpose of the adopted Efland-Mebane Small Area Plan and is internally consistent with the <br /> 2030 Comprehensive Plan or part thereof including, but not limited to, the following: <br /> Land Use Overarchinq Goal: Coordination of the amount, location, pattern and designation of <br /> future land uses, with availability of County services and facilities sufficient to meet the needs of <br /> Orange County's population and economy consistent with other Comprehensive Plan element <br /> goals and objectives. <br /> Objective LU-3.6: Establish consistency between the Land Use Plan and the Water and Sewer <br /> Management Planning and Boundary Agreement and Map. <br /> Objective LU-3.8: Develop a process for implementing small area plan recommendations through <br /> the revision of County policies and regulations. <br /> Housinq Overarching Goal: Opportunity for all citizens of Orange County to rent or purchase <br /> safe, decent, accessible, and affordable housing. <br /> Housing Goal 1: A wide range of types and densities of quality housing affordable to all in all <br /> parts of the County. <br /> WHEREAS, the amendment is consistent with the Water and Sewer Boundary Agreement and <br /> Map. <br /> NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of Orange County, North <br /> Carolina, that the Land Use Element Map, provided in Chapter 5 of the Land Use Element of the <br /> 2030 Comprehensive Plan, is hereby amended as described herein. <br /> A motion was made by Commissioner McKee, seconded by Commissioner Hemminger to close <br /> the public hearing. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner McKee to <br /> approve a County-initiated amendment to the 2030 Comprehensive Plan Land Use Element Map <br /> affecting approximately 47 acres near Efland and Brookhollow Road, along the south side of <br /> McGowan Creek (areas are currently classified as Agricultural Residential and proposed for 10- <br /> Year Transition). <br /> VOTE: UNANIMOUS <br /> Commissioner Jacobs made reference to page 11 of the minutes and the Efland-Mebane Small <br /> Area Plan Implementation Focus Group that had suspended working on design guidelines. <br /> There are plans to have them on the May Quarterly Public Hearing and it is not a forgotten <br /> project. He wanted to clarify where this stands. <br /> Planner Perdita Holtz said that they are meeting shortly as staff to discuss items for the May <br /> Quarterly Public Hearing. At this point, it is still on there as a template. <br /> d. Amendments to 2030 Comprehensive Plan Text(CP 2011-06) <br /> The Board received the Planning Board recommendation, considered closing the public hearing, <br /> and making a decision on Planning Director initiated amendments to certain sections of the <br /> Orange County 2030 Comprehensive Plan. <br /> Special Projects Planner Shannon Berry said that this item was heard at the November 21, 2011 <br /> Quarterly Public Hearing. No members of the public spoke to the amendment at that time. <br />
