APPROVED 12/1/2003 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />Public Hearing on the Potential Impacts of a Possible School Merger <br />October 23, 2003 <br />7:30 p.m. <br />The Orange County Board of Commissioners met far a Public Hearing on the Potential <br />Impacts of a Possible School Merger on Thursday, October 23, 2003 at 7:30 p.m. at the <br />Cedar Ridge High School Auditorium, Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Margaret W. Brown, Moses <br />Carey, Jr., Alice M. Gordon, Stephen Halkiotis, and Barry Jacobs <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Clerk to the Board Donna S. Baker {All other staff members <br />will be identified appropriately below} <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDINGS OF <br />THE MEETING VI11LL BE KEPT FOR 5 YEARS. <br />1. Opening Comments -Chair Margaret Brown <br />Chair Brown said that in January 2003, at the County Commissioners' retreat, the <br />concept of merger was introduced. Staff needed eight months to gather information. <br />She said that the presentation would last about 30 minutes. The presentation is also <br />posted on the Orange County website. Also, question and answer cards are available, <br />and if the presentation does not answer everyone's questions, the County <br />Commissioners will take the questions and put the most frequent ones with answers on <br />the website. She stressed that this report is limited and it shows the process and <br />financial considerations and how they are going to fund two school systems equally. <br />There is a lot of information that this report does not cover. This report was not meant <br />to answer every question. Any other detailed information would have required a <br />consultant. <br />Chair Brown said that they would hold one more public hearing on December 4tn <br />The County Commissioners are going to discuss the issue again on November 11tH <br />Chair Brown read the pubic charge as follows: <br />PUBLIC CHARGE: The Board of Commissioners pledges to the citizens of <br />Orange County its respect. The Board asks its citizens to conduct themselves in a <br />respectful, courteous manner, both with the Board and with fellow citizens. At any <br />time should any member of the Board or any citizen fail to observe this public <br />charge, the Chair will ask the offending person to leave the meeting until that <br />individual regains personal control.
