~ ~/,d1~z <br />r~.~- <br />~ ~.S ~d ~ z .- o r~-s- .5 Q~.. <br />RESOLUTION OF APPRECIATION FOR W. JAKE WICKER <br />WHEREAS, for 47 years, W. Jake Wicker has served the people of North Carolina as a <br />faculty member and administrator at UNC-Chapel Hill's Institute of Government; and <br />WHEREAS, Mr. Wicker has given of his time and energy as a dedicated public servant, <br />gifted mediator and invaluable resource, sharing with local government officials his vast <br />expertise in the areas of municipal and county administration, city-county consolidation, <br />public purchasing, water and sewer services, and solid waste administration; and <br />WHEREAS, Mr. Wicker is Gladys Hall Coates Professor Emeritus of Public Law and <br />Government and Assistant Director Emeritus of the Institute of Government; and <br />WHEREAS, Mr. Wicker is the author of over 300 articles, bulletins, monographs and <br />special studies, and he co-edited the publications Municipal Government in North <br />Carolina, 2nd Edition and County Government in North Carolina, 4th Edition; and <br />WHEREAS, over the years, Mr. Wicker taught countless county and city managers, <br />department directors, police chiefs, planners, fire marshals, city council members, county <br />commissioners, and other officials about how local government works as director of the <br />Institute of Government's Municipal and County Administration program; and <br />WHEREAS, in October of this year, the Institute of Government officially named its <br />new $300,000, 162-person, 3,000-square-foot auditorium classroom in honor of Jake <br />Wicker; and <br />WHEREAS, at the naming ceremony, Mr. Wicker also was presented the Order of the <br />Long Leaf Pine, North Carolina's highest honor for service to an organization; and <br />WHEREAS, through his selfless devotion to the Institute of Government and thousands <br />of local government administrators and staff inembers, W. Jake Wicker has distinguished <br />himself as a true public steward and an example to all the citizens of Orange County and <br />North Carolina. <br />NOW THEREFORE, WE, the members of the Orange County Board of <br />Commissioners do hereby designate Friday, December 13, 2002, as Jake Wicker Day in <br />Orange County to express our appreciation to W. Jake Wicker for his dedication to the <br />citizens he has graced with his patience, humility and professionalism, and congratulate <br />him for nearly a half-century of devotion to the understanding of local government in <br />North Carolina. <br />This the tenth day of December, 2002 <br />^/~ ~' t c~.it..~~Gt <br />Margaret W.
