me. vralnance <br />83 <br />• 11) in Section 8.8.1a.1, the requirement for a 4 hour balloon test on a <br />date scheduled 14 days in advance will be very difficult. The balloon tests <br />that we have conducted in the past were done on days with very little wind <br />because it is very hard to get the balloon up otherwise. Sometimes, the <br />vendor . that performs the test will make several attempts before getting an <br />acceptable day. In most cases, we take photos of the balloon test to submit <br />for SHPO review so I would recommend that you review this requirement. <br />12) In Section 8.8.17a.2.m, the emissions study requirement is excessive. <br />The carriers and tower owners are already required to maintain compliance <br />with the FCC guidelines.
