family homes, a triplex, and a duplex. The triplex and the duplex will be one- <br />bedroom rental apartments for the disabled and/or the elderly. This is in <br />response to the Orange County Affordable Housing Task Force that made this <br />type of housing a top priority for Orange County. Habitat for Humanity is asking <br />the two boards to approve the rezoning request. <br />Chair Brown asked if Susan Levy had worked along with the Green Tract <br />proposal in regards to sewer. Susan Levy said yes and that County Engineer <br />Paul Thames has looked at the sewer route and it was the one that he had <br />originally proposed. <br />Commissioner Halkiotis asked how many homes have received overhead <br />sprinkler systems that are being installed by the Chapel Hill Fire Department. <br />Susan Levy said that the last ten or twelve houses they built have them installed, <br />as well as the ones they are currently building. They are going to continue this <br />program. <br />Commissioner Halkiotis pointed out that the firemen were installing these <br />sprinkler systems as volunteers. He suggested honoring these firemen at a <br />future County Commissioners' meeting. <br />Orange County Vote: <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner <br />Carey to refer this proposal to amend the joint planning area zoning atlas <br />to the Town of Chapel Hill for a decision and then to the Orange County Planning <br />Board for a recommendation to the County Commissioners. <br />VOTE: UNANIMOUS <br />Town of Chapel Hill Vote: <br />A motion was made by Bill Strom, seconded by Dorothy Verkark to refer this <br />proposal to amend the joint planning area zoning atlas to the Town of Chapel Hill <br />for a decision and then to the Orange County Planning Board for a <br />recommendation to the County Commissioners. <br />VOTE: UNANIMOUS <br />2. JPA-CH-Z-2-03 requests a rezoning of three properties on the south side of <br />Eubanks Road totaling approximately 35 acres from Residential-1, Residential-2, <br />and Mixed-Use Office/Institutional-1 to Residential-5 Conditional. <br />This request is located in the Chapel Hill Joint Planning Transition Area and requires <br />the approval of the Chapel Hill Town Council and Orange County Commissioners. <br />Roger Waldon said that this is also in the transition area. This area is off Eubanks <br />Road, near the intersection of Eubanks Road and Airport Road. The applicant is <br />proposing conditional use rezoning, which means that if the rezoning is approved, no <br />development can occur on this site without approval by the Town Council of a special <br />use permit for this property. They are requesting rezoning through the joint planning <br />process and then the Town Council will review the special use permit for <br />development of the property. He pointed out that the abstract is inaccurate for the <br />dates for this item to come back. This application is not as far along as Rusch <br />
