Page 2 of 4 <br />HSUS/APS/Shelter Consultation Contract <br />December 2002 <br />• ManaqemenUAdministrative: Overall agency management and governance will be studied, <br />including the roles, duties, and responsibilities of those agents, and the dynamics of both internal <br />and external relationships. Specific attention will also be paid to human resources-related issues, <br />sta~ng infrastructures, contractual relationships and obligations, and community outreach efforts <br />(including those with area animal interest groups). General budgeting and strategic and long- <br />range planning will be evaluated. <br />Animal Control/Field Services: In the case of APSOC, field services for the town of Chapel Hill will <br />not be evaluated. Only Orange County animal care and control field services, and APSOC's 24- <br />hour rescue program and cruelty investigations will be studied. Emphasis will be placed on a <br />review of existing and pending legislation relating to animal care and control (and related <br />services), current enforcement programs and procedures, field officer staffing and training, rabies <br />and quarantine policies, normal and emergency procedures and protocols, and the demographics <br />of the area served. <br />3. The HSUS will provide an in-person presentation of the findings of the ASC to a joint meeting of the <br />APS, the Orange County Board of County Commissioners and the Orange County Board of Health at <br />an additional cost of travel expenses, that is not included in the above contract price. The <br />presentation will take place after the delivery of the final report. (See also numbers 11 and 13) <br />4. The HSUS will, in addition to soliciting and evaluating public comment as a standard component of <br />the ASC program, will consider and integrate the results of focus groups on animal sheltering in <br />Orange County to be conducted by the Dispute Settlement Center of Orange County and to occur <br />prior to the site visit by HSUS. <br />5. The APS will provide all requested background public documentation as requested by the ASC <br />program according to the standard timetable attached to this document. <br />6. The APS will work with ASC program consultants in advance of the on-site visit to provide an itinerary <br />for their on-site visit. APS will ensure that ASC consultants are scheduled to meet with each of the <br />parties they request to meet with. <br />7. APS will make available for inspection, in a timely manner, any public document, place or thing that <br />ASC requests, provided that the request relates to the Standard Components of the agreed upon <br />program evaluation. <br />8. The County will provide any and all public documents requested by ASC in a timely manner. <br />9. The County will work with ASC to provide an itinerary for the animal control and field services part of <br />the evaluation/consultation and do so on the schedule requested by ASC consistent with the standard <br />timetable. <br />10.
