Sheriff Department <br />3. The Sheriff's Department has received a COPS MORE 02 grant totaling $38,574 from the <br />United States Department of Justice (USDOJ). This particular grant is aimed at enabling <br />local law enforcement agencies to purchase computer equipment. Matching funds of <br />$12,858 are included in the Sheriff's current year budget. The Sheriff plans to implement a <br />pilot program and purchase and install mobile data terminals (MDT) in at least six patrol <br />vehicles. (See Attachment 1, column #3). <br />4. At its November 6, 2002 meeting, the Board of County Commissioners approved a three- <br />year grant, effective Sepfiember 1, 2002 through August 31, 2005, from the US Department <br />of Justice, Office of Community Oriented Policing Services (COPS). The purpose of the <br />grant is to partially fund two new permanent full-time Deputy Sheriff positions that would be <br />assigned as School Resource Officers (SRO) at Orange County School's new Cedar Ridge <br />High School. This budget amendment provides for the receipt of the federal grant funds <br />totalin~ $57,045 to cover salaries and benefits from September 1; 2002 through June 30, <br />2003. The required County match of $19,015 for this same period would be covered with <br />funds already budgeted in the Sheriff Department's General Fund budget. The remaining <br />two years ofi federal grant funds will be included in future departmental budgets along with <br />future required County match funds. (See Attachment 1, column #4). <br />Housing and Community Development <br />5. At its September 3, 2002 meeting, the Board of County Commissioners approved the receipt <br />of a$40,Q00 Community Development Block Grant (CDBG) from the N. C. Department of <br />Commerce. Those grant funds, along with $40,000 in County funds would be used to <br />establish an Individual Development Account (IDA) Program to assist first time homebuyers <br />with making a down paxment on a home: In order to qualify for the program, homebuyers' <br />incomes must be below 80 percent of area median income. The Board agreed to provide the <br />matching funds from monies set aside in previous years in the County's Affordable Housing <br />Trust Fund. The attached Grant Project Ordinance provides for the County mateh. (See <br />Attachment 3, CDBG/Individual Development Account Program Grant Project Ordinance) <br />6. At its June 19, 2001 meeting, the Board of County Commissioners approved funding to <br />assist for Residential Services, Incorporated. with construction of a continuing care center <br />for elderly persons with developmental disabilities. The Center, located on Mount Herman <br />Church Road, would offer 15 units for persons with developmental disabilities. All of the <br />residents residing at the Center would have incomes below 30 percent of Orange County's <br />median income level. Orange County's share of the project costs total is $275,000, and will <br />be funded from the voter approved November.1997 $1.8 million housing bond. This budget <br />amendment provides for the appropriation for this project. (See Attachment 4, Affordable <br />Housing Capital Project Ordinance) <br />FINANCIAL IMPACT: Financial impacts are included in the background information above. <br />RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners <br />approve the attached budget ordinance, capital project ordinance, and grant project ordinance <br />amendments. <br />
