3 <br /> amendment) to relocate to new housing. This budget amendment provides for the receipt of <br /> these additional State grant funds. (See Attachment 4, Hazard Mitigation Grant Project <br /> Ordinance) <br /> Orange Public Transportation (OPT) <br /> 5. Orange Public Transportation (OPT) has secured funding from the N. C. Department of <br /> Transportation (NCDOT) to cover initial set-up costs and on-going lease and utility costs for <br /> a new modular office building. The installation of the new facility would enable the OPT <br /> program to relocate from the Whitted Human Services Center to the County's Public Works <br /> site located on Highway 86 north of Hillsborough. The relocation would be done in <br /> conjunction with the upcoming renovations planned for the Whitted Center and offers a site <br /> more conducive to OPT's transportation component. <br /> NCDOT has agreed to provide ninety percent of the costs associated with one-time set up <br /> costs, such as site preparation and utility connections, of the new unit. The total amount of <br /> setting up the new unit is in the neighborhood of $32,161 with the State paying $28,945 of <br /> that amount and the County providing $3,216. <br /> In addition, NCDOT has agreed to reimburse the County ninety percent of the monthly <br /> expenses associated with the monthly lease of the modular ($575 per month) and monthly <br /> costs for electricity and water usage. With the unit anticipated to be in place December 1, <br /> 2002, there would be seven months of lease and utility expenses for a projected total cost of <br /> $6,492. In accordance with the agreement from NCDOT, the State would cover $5,843 of <br /> the total with Orange County picking up $649. <br /> The required County match is included in the current year budget. Funding for future years <br /> would be reflected in OPT's upcoming budgets. (See Attachment 1, column #5 and <br /> Attachment 5, OPT Modular Building Capital Project Ordinance) <br /> FINANCIAL IMPACT: Financial impacts are included in the background information above. <br /> RECOMMENDATION(S): The Manager recommends that the Board of County <br /> Commissioners approves the attached budget ordinance amendments, and capital and grant <br /> project ordinances. <br />
