OPT Modular Building Capital Mebane 336-227-2031 <br /> Project Ordinance <br /> PURPOSE: To approve budget ordinance amendments and capital and grant project <br /> ordinances for fiscal year 2002-03. <br /> BACKGROUND: <br /> Department of Social Services (DSS) <br /> 1. Over the last few years, Orange County has received Temporary Assistance for Needy <br /> Families (TANF) Housing funds to assist clients with obtaining affordable rental housing. <br /> One obstacle that many applicants face is being able to afford to make an upfront security <br /> deposit that property owners require. The Department of Social Services has been able to <br /> use the TANF Housing funds to pay the security deposit for its eligible clients, and upon a <br /> client's satisfactory completion of the contractual obligation, the property owner refunds the <br /> deposit. <br /> To date, property owners have reimbursed $4,446 in deposits to DSS. This budget <br /> amendment provides for the receipt of these reimbursements and establishes a fund that <br /> enables Orange County to re-invest in enabling eligible low-income clients to obtain <br /> affordable, safe housing. (See Attachment 1, column #1) <br /> 2. DSS recently received notification that Orange County is eligible to receive additional <br /> Energy Administration funds totaling $3,302 from the State. The additional funds bring the <br /> current budget for this program to $19,918 for the current fiscal year and offsets costs of <br /> staff who administer the energy assistance related program, Crisis Intervention.
