NOW THEREFORE BE IT RESOLVED that the Orange County Board of Commissioners
does hereby acknowledge Drs. Nels and Nancy Anderson for their accomplishment in
having the Holden-Roberts Farm listed in the National Register of Historic Places, and
thank them for their continued commitment to preserve the historic and rural heritage of
the Holden-Roberts Farm and the greater St. Mary's community.
This the 16th day of September 2003.
VOTE: UNANIMOUS
Dr. Nels Anderson said that it has been a pleasure to maintain the farmhouse far the
last 40 years.
b. Resolution Accepting Conservation Easement Conveyance -Rebecca Brown
The Board considered a resolution approving a conservation easement agreement
with Rebecca Brown for land along New Hope Creek in the Chapel Hill Township and to
authorize the Chair to sign the easement, subject to final review by staff and County Attorney.
Land Conservation Manager Rich Shaw made a presentation for the two items - b
and c. The New Hope Creek Corridor project includes these two easements and is part of the
Lands Legacy Program in collaboration with the Triangle Land Conservancy. The goal is to
provide an open space corridor along New Hope Creek from Erwin Road down to the Durham
County line. It includes about six properties. The corridor will link Duke Forest lands in Orange
County with New Hope Creek open space lands and trails in Durham County. This is a key
segment of the New Hope Creek Corridor master plan that the County adopted in 1989. The
Rebecca Brown property is a 1.8-acre property adjacent to Erwin Road at the New Hope Creek
Bridge. The TLC will use State Clean Water Management Trust Fund monies to purchase
development rights from the Brown family, and then the easement will be conveyed to Orange
County for future management and stewardship.
The second property is the Trinity School of Chapel Hill and Durham. The school is
located in Durham County, but there is an 18-acre tract behind the school along New Hope
Creek. The school intends to keep the property undeveloped and develop some educational
trails far the faculty and students. There will also be a pedestrian trail. Again, the TLC will use
State funds to purchase development rights and convey the conservation easement to Orange
County.
The Manager's recommendation is that the Board adopts the two resolutions,
approving acceptance of the conservation easement conveyance from the Triangle Land
Conservancy.
A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis
to approve and authorize the Chair to sign the resolution as stated below:
RESOLUTION FOR THE ACCEPTING A CONSERVATION EASEMENT TO PROTECT NEW
HOPE CREEK CORRIDOR (REBECCA BROWN PROPERTY)
WHEREAS, two of the primary goals of the Orange County Lands Legacy program, established
by the Board of County Commissioners in April 2000, is the protection of identified wildlife
corridors and riparian buffers in water supply watersheds, and
WHEREAS, Triangle Land Conservancy (TLC}, a private non-profit land trust with like
conservation goals, is working with Orange County to acquire riparian lands and conservation
